Although several construction contract amounts (paid from bond proceeds and grant funds) exceeded the estimated amounts for the July -December 2013 period,
this is primarily due to timing differences. It was originally projected that construction (& construction billing) would occur more quickly than has actually occurred.
Most of these contracts came in far below estimated amount for January 1, 2013 -June 30, 2013 and now are over for the July 1, 2013 - December 31, 2013 period.
Overall the project continues to be on track and on budget.
