1 On January 10, 2012, the Atascadero City Council adopted Resolution No. 2012-002, electing to serve as the
successor to the Community Redevelopment Agency of Atascadero for redevelopment purposes, and also elected to
retain the housing assets and functions previously performed by the Community Redevelopment Agency of
Atascadero.

Approval of
Recognized Obligation Payment Schedules
RECOMMENDATION:
Oversight Board adopt Draft Resolution approving Recognized Obligation Payment
Schedule (ROPS) for the period of July 1, 2013 through December 31, 2013
DISCUSSION:
On December 29, 2011, the California Supreme Court delivered its decision in the
California Redevelopment Association v. Matosantos case. The decision upheld AB1x
26, the Dissolution Act, and found AB1x 27, the Alternative Redevelopment Program
Act, unconstitutional. AB1x 26 dissolved the Redevelopment Agency as of February 1,
2012, the new dissolution date established by the Supreme Court. AB 1484 was signed
by the Governor on June 27, 2012 and further changed the process for dissolving
redevelopment agencies.
Under the redevelopment dissolution legislation, the Successor Agency must submit a
Recognized Obligation Payment Schedule (ROPS) on March 1 and October 1 of each
year. The Successor Agency must report all expected obligations for the six month
period starting the following July (March 1 report) or January (October 1 report). In
addition the Successor Agency must report all actual activity for the prior six month
period ending in December (March 1 report) or June (October 1 report).
The Department of Finance (DOF) continues to refine the ROPS process. On January
30, 2013 the Successor Agency received a new template for the ROPS. Although the
ROPS for the current period looks very similar to prior periods, there are some changes:
The ROPS has a new naming convention. The new name beginning with this
period is 13-14A (for fiscal year 2013-2014 and A representing the first half of the
year)
The ROPS form was sent to Atascadero pre-populated with the obligations
reported in ROPS III.

Obligations denied by DOF have been highlighted a nd the Successor Agency
was instructed to notate the amount expected to be spent (pending a Finding of
Completion) on the Notes tab
The Low/Moderate Income Housing (LMIH) funding source column has been
eliminated since all funds were remitted to the taxing agencies.
The 13-14A ROPS estimates that $773,468 in RPTTF funding will be needed for the
July 1, 2013 – December 31, 2013 period. This is expected to leave an estimated
$376,000 (over and above normal pass -through payments) to be distributed to the
taxing entities.
Once the Oversight Board reviews and approves the Draft ROPS, it will then be
submitted to the DOF for review and approval. The DOF will have 45 days to review the
ROPS and to object to items that do not meet the definition of an Enforceable
Obligation.
FISCAL IMPACT:
None for this action. The purpose of approving the Draft Recognized Obligation
Schedules is to ensure that the City acting as Successor Agency will be able to make
certain payments for obligations of the former RDA.

DRAFT RESOLUTION
RESOLUTION OF THE OVERSIGHT BOARD FOR SUCCESSOR
AGENCY TO THE COMMUNITY REDEVELOPMENT AGENCY
OF ATASCADERO, APPROVING THE RECOGNIZED
OBLIGATION PAYMENT SCHEDULE FOR JULY 1, 2013 –
DECEMBER 31, 2013 PURSUANT TO SECTION 34177 (l)OF THE
CALIFORNIA HEALTH AND SAFETY CODE
WHEREAS, pursuant to Section 34177(l) and (m) of the California Health and Safety Code,
the City Council of the City of Atascadero, as Successor Agency to the Atascadero
Redevelopment Agency (“Successor Agency”), has prepared a proposed Recognized Obligation
Payment Schedule for the period of July 1, 2013 through December 31, 2013, for purposes of
submission to the Oversight Board for the Successor Agency for approval, the State Department
of Finance (“DOF”), the San Luis Obispo County administrative officer (“County Administrative
Officer”), and the San Luis Obispo County Auditor-Controller (“County Auditor”); and,
WHEREAS, The Oversight Board for the Successor Agency to the Community
Redevelopment Agency of Atascadero has reviewed the proposed Recognized Obligation
Payment Schedule for the period of July 1, 2013 through December 31, 2013, for purposes of
submission the State Department of Finance (“DOF”), the San Luis Obispo County
administrative officer (“County Administrative Officer”), and the San Luis Obispo County
Auditor-Controller (“County Auditor”).
NOW, THEREFORE, BE IT RESOLVED by the Oversight Board for Successor Agency
to the Community Redevelopment Agency of Atascadero hereby resolve as follows:
Section 1. The Oversight Board hereby approves the proposed Recognized Obligation
Payment Schedule for July 1, 2013 through December 31, 2013, attached hereto as Exhibit A
(“ROPS”).
Section 3. The City Manager is hereby directed to submit the approved ROPS to DOF, the
County Administrative Officer, and the County Auditor, and to take any other actions that may
be required in order to obtain DOF approval of the ROPS, including, without limitation, making
amendments to the ROPS required by the DOF.

3 2004/2005 Redevelopment Bonds The amount recorded in the reserves column is the amount of actual debt service that will be paid to the bond holders in September 2013. The amount recorded in
the RPTTF is the amount of tax increment required to be deposited into the reserves account per the bond covenants (equal to March 2014 debt service payments).
The bond covenants require that one year of debt service be on hand in the Successor Agency debt service fund.

Historic City Hall Earthquake and
Repair/Rehab
Although several construction contract amounts (paid from bond proceeds and grant funds) exceeded the estimated amounts for the July-December 2013 period,
this is primarily due to timing differences. It was originally projected that construction (& construction billing) would occur more quickly than has actually occurred.
Most of these contracts came in far below estimated amount for January 1, 2013 - June 30, 2013 and now are over for the July 1, 2013 - December 31, 2013 period.
Overall the project continues to be on track and on budget.
