Zoo Entrance and Restroom Project— City Bid No. 2009-010 ■ Fiscal Impact: $227,799.00, which is budgeted in Fiscal Year 2009-2010. ■ Recommendations: Redevelopment Agency Board: 1. Authorize the Executive Director of the Redevelopment Agency to execute a contract in the amount of $227,799.00 with C3 Construction Incorporated to construct the Base Bid restroom improvements at the Charles Paddock Zoo; and, 2. Authorize the Executive Director to execute a contract with Ravatt Albrecht and Associates for construction design support not to exceed 40,000; and, 3. Authorize the Public Works Director to file a notice of completion after the project is completed. PUBLIC COMMENT: Members of the public may address the legislative body concerning the subject of this Special Meeting. ADJOURNMENT: The Community Redevelopment Agency will adjourn to its next regularly scheduled meeting. ITEM NUMBER: A - 1 DATE: 08111/09 Community Redevelopment Agency of Atascadero Staff Report - Public Works Department Zoo Entrance and Restroom Project City Bid No. 2009-010 RECOMMENDATION: Redevelopment Agency Board: 1. Authorize the Executive Director of the Redevelopment Agency to execute a contract in the amount of $227,799.00 with C3 Construction Incorporated to construct the Base Bid restroom improvements at the Charles Paddock Zoo; and, 2. Authorize the Executive Director to execute a contract with Ravatt Albrecht and Associates for construction design support not to exceed 40,000; and, 3. Authorize the Public Works Director to file a notice of completion after the project is completed. DISCUSSION: Background: A new restroom is planned for the space currently occupied by an existing unused exhibit space. The project base bid consists of the restroom and adjoining courtyard area. The restroom was made the project base bid since funding is limited. A new entrance has also been designed and was included as a bid alternate. The proposed restroom will satisfy the American Zoological Society accreditation requirements for separate and expanded facilities. Currently, the Zoo only has one unisex restroom. The bid alternates consist of the new zoo entrance building, gift shop, entrance courtyard, building interior improvements and fabric shade structure. While the bid results are favorable, staff believes that there is only enough funding to adequately construct the restroom facilities. Therefore, staff is not recommending construction of any of the bid alternates. City staff is also recommending that the Redevelopment Agency authorize the Executive Director to contract with Ravatt Albrecht and Associates (the City's design consultant) for construction support services. Ravatt Albrecht will be retained to answer design questions and respond to requests for information/changes that surface during construction. Staff does not anticipate using the entire budgeted amount. Funds are allocated in the City's FY 2009-2010 budget for this project. All environmental reviews have been obtained including a tree removal permit. Analysis: The project was advertised from July 10, 2009 through August 7, 2009. Bids were opened at 2:00 p.m. on August 7, 2009. Staff has determined that the base bid is within the City's budget and contingency funding requirements. Conclusion: Staff recommends that the Redevelopment Agency Board award a contract to C3 Construction Inc., the lowest responsible bidder, to construct the Zoo restroom improvements.
