Mayor Scalise called the meeting to order at 7 00 p m and Mayor Pro Tem O'Malley led
the Pledge of Allegiance

COMMUNITY FORUM
Esteban Andrade led those present in prayer
Steve Martin, Atascadero Main Street Executive Director, expressed his appreciation for
the development at the Sunken Gardens and spoke about holiday events downtown
Jim Katen thanked Council, staff and the contractor for the improvements to the Sunken
Gardens and for having it ready for Colony Days
Joanne Main, Atascadero Chamber of Commerce Executive Director, spoke about the
Women in Business group, a new program at the Chamber
Vivian Michelle, downtown property owner, spoke about the need for more lighting in
the downtown
Maria Hooper spoke about downtown zoning, and of the need to rezone for successful
revitalization and to compete with projects outside of the downtown
Steve Martin explained that the Main Street Economic Restructuring and Design
Committees are analyzing the issue of first floor zoning and will make a
recommendation to the Board as to whether the city should be asked for a
reconsideration
There was Council consensus to bring back the issue of rezoning the downtown
after Main Street makes a recommendation.
Mayor Scalise closed the Community Forum period.

MOTION By Mayor Pro Tem O'Malley and seconded by Council Member
Clay to approve the agenda.

COUNCIL ANNOUNCEMENTS AND REPORTS
Council Member Clay spoke about Colony Days and complimented Mayor Pro Tem
O'Malley and his committee for their excellent work.
PRESENTATION
1 Certificate of Appreciation presentation to the California Conservation
Corps (CCC)
Mayor Scalise announced that this item would be postponed until members of the CCC
could be present.

1 City Council Meeting Minutes — September 13, 2005
■ City Clerk Recommendation. Council approve the City Council meeting

■ City Clerk Recommendation Council approve the City Council meeting
minutes of September 27, 2005 [City Clerk]
3 Temporary Road Closure - Los Osos Road
■ Fiscal Impact: None
■ Recommendation. Council approve a request from the Public Works
Department for the temporary road closure of Los Osos Road for two
weeks to complete a culvert replacement project. [Public Works]
4 Atascadero Corporation Yard Relocation Project — Reiection of All Bids
(City Bid No. 2005-030)
■ Fiscal Impact: $1,000,000 00 budgeted in FY 2005-2007
■ Recommendation. Council reject all bids for the Atascadero Corporation
Yard Relocation project. [Public Works]

5 Employee Salary Schedule and Modification to Labor Organization
Agreements
■ Fiscal Impact: The costs for the proposal are contained within the Annual
Operating Budget.
■ Recommendations. Council
1 Approve modifications to labor agreements for Service Employees
International Union, Local 620 (SEIU) and Mid-Management and
Professional Employees, and,
2 Approve Addendum to City Manager Employment Agreement; and,
3 Approve the revised Salary Schedule, effective July 1, 2005 [City
Manager]

Item #A-2 Eric Greening asked that his comments at the bottom of Page 1 of the
Minutes of September 27, 2005 be changed from "War Memorial" to read "Veteran's
Memorial "

Clay to approve Items #A-1, 2 as amended, 3, 4 and 5
Motion passed 5.0 by a roll-call vote. (Item #A-5 Contract Nos.

B MANAGEMENT
1 Oak Ridge Estates (3-F Meadows) Intersection State Route 41 and Los
Altos Road Improvements
■ Fiscal Impact: None
■ Recommendation. Council find that the proposed improvements for the
intersection of State Route 41 (Morro Road) and Los Altos Road meet the
requirements of the Atascadero Municipal Code [Public Works]
Public Works Director Steve Kahn gave the staff report and answered questions of
Council
Christine Rogers, Castle Rock Development, stated they concur with the findings of Cal
Trans and city staff
PUBLIC COMMENT
Ursula Luna questioned if there will be vegetation removal connected with this plan and
if so what mitigation would be required

Mitch Paskin stated he lives near this project and expressed concern with the right turn
lane He suggested this item be carried over to the next meeting so the neighborhood
can study the proposed improvements
Eric Greening questioned traffic routes and usage, and asked about drainage proposals
to prevent runoff of oil from motor vehicles going directly into the wetland
Brian Mall stated he takes this turn every day and is concerned that just an increase of
shoulder will not be adequate He would like to see a better intersection design
Mitch Paskin explained that the population of Oak Ridge Estates is not a young one and
as such will be an aging population that will need that right turn lane in the future
Eric Greening recommended a wider alternative analysis regarding signalizing the
intersection He was concerned with the developer putting the community on the hook
for unanticipated environmental impacts
Mayor Scalise closed the Public Comment period.
Christine Rogers addressed issues raised during the Public Comment period Ms
Rogers answered questions of Council
There was Council discussion regarding the safety of the proposed improvements,
environmental impacts, neighborhood notification and the need for a letter from Cal
Trans confirming that this is as safe or safer than a right hand turn pocket.
Council Member Clay stated the loading lane should be included regardless of how Cal
Trans responds
MOTION By Council Member Luna and seconded by Mayor Scalise to
contact Cal Trans to determine if they can come up with a
compromise alternative or reassure the city that this is a safe
alternative.
Motion passed 4 1 by a roll-call vote. (Clay opposed)
2 Atascadero Short Range Transit Plan
■ Fiscal Impact: None However, if farebox recovery ratio does not rise to
20% within the next two years, state and federal funding will be in
jeopardy
■ Recommendation Council receive an update on the Atascadero Short
Range Transit Plan, adopt public transportation service goals, review
concepts for public outreach and direct staff to move forward with public
input as outlined [Public Works]

Assistant City Manager Jim Lewis gave the staff report and Public Works Director Steve
Kahn spoke about pubic outreach for this plan, both answered questions of Council
PUBLIC COMMENT
Eric Greening spoke in favor of retaining Route 9 local stops and suggested it would be
better to schedule city local stops Y2 hour apart from the Route 9 local stops to reduce
service redundancy
Mayor Scalise closed the Public Comment period.
MOTION By Mayor Pro Tem O'Malley and seconded by Council Member
Luna to receive the update on the Atascadero Short Range
Transit Plan, adopt public transportation service goals, review
concepts for public outreach and direct staff to move forward
with public input as outlined.
Motion passed 5.0 by a roll-call vote.
C COMMITTEE & LIAISON REPORTS
Council Member Pacas
1 City / Schools Committee The Superintendent hopes to reopen the high
school pool this summer The Superintendent also suggested that the school
might be interested in a joint project with the City which would entail applying
for funds together, the school providing property and the city providing
maintenance and upkeep
D INDIVIDUAL DETERMINATION AND/OR ACTION
City Attorney
City Attorney Patrick Enright discussed the adult business ordinance he has prepared,
reported on the Dorsey hearing, and asked Council to contact him if they have
questions regarding the work list and city attorney's report he has provided
City Manager
City Manager Wade McKinney reported on the joint Parks and Recreation Commission /
Planning Commission / City Council meeting proposed for November 29th, the annual
Strategic Planning session scheduled for January 27th and 28th , the League Leadership
Conference in Sacramento from January 11th to the 13th, and the free trash day in
Atascadero on October 29th
