Regular Meeting
August 10 , 1981 7 30 p m
Atascadero Administration Building
The meeting was called to order at 7 30 p m by Mayor Wilkins
with the Pledge of Allegiance Elder Muldare from the Four Square
Gospel Church gave the invocation

6650 Alcantara , Dennis Moresco (Contract Survey & Design) to
allow construction of eight two bedroom units and to reduce
the required 25 ' front yard (RECOMMEND APPROVAL OF PLANNING
COMMISSION RECOMMENDATION)
Mayor Wilkins reviewed all items on the Consent Calendar There
was a correction to the minutes on pages 4 and 5 Herb LaPrade should
be changed to read Wayne LaPrade on both pages
Councilman Mackey wished to have items A-8 and A-9 withdrawn
from the Consent Calendar
r MOTION Councilman Stover moved for the approval of the Consent
Calendar with the exception of Items A-8 and A-9 and in-
cluding the corrections to the minutes The motion was
seconded by Councilman Nelson and unanimously carried by roll
call vote
A-8 and A-9 , 6600 & 6650 Alcantara , Dennis Moresco
Councilman Mackey felt that the density allowed for this project
was too great , there was a ditch at the rear of the property which
limited the available building space There was some discussion re-
garding this matter
MOTION Councilman Nelson moved that Council accept Items A-8 and
A-9 The motion was seconded by Councilman Stover and unani-
mously carried by roll call vote
B HEARINGS, APPEARANCES AND REPORTS
1 Public hearing on Road Abandonment A801210 , 1 , 2450-2500 E1
Camino Real , James Gaskell and James Wentzel , to abandon
Madera Place between Freeway 101 and E1 Camino Real
Mr Warden reviewed this item stating that the Planning
Commission had conducted a public hearing on this matter and approved
the abandonment The road will become the property of contiguous pro-
perty owners
Mayor Wilkins asked if there were any comments from the public
on this matter There were none
MOTION Councilman Mackey moved that Resolution No 24-81 be read
by title only The motion was seconded by Councilman
Stover and unanimously carried

MOTION Councilman Stover moved for the adoption of Resolution
No 24-81 The motion was seconded by Councilman Mackey and
unanimously carried

2 Report by City Manager on Atascadero Police Officers Asso-
ciation Memorandum of Understanding
Mr Warden stated that, since Council had determined a dead-
line of August 15th , to settle salary negotiations , he was bringing
this matter to Council because a formal written MOU was not yet ready
for Council consideration The Police Association has verbally
settled as expected , however , the actual MOU has not been reviewed and
signed by the Association He anticipates that this will be done be-
fore the next Council meeting He asked that Council continue this
Ao matter to the next meeting
MOTION Councilman Mackey moved that this matter be returned to
Council on August 24th The motion was seconded by Council-
man Stover and unanimously carried

D NEW BUSINESS
1 Consideration of San Luis Obispo County/Cities Basic Plan for
Peacetime Emergencies
Mr Warden reviewed the Basic Plan for Council He stated that
the Plan had been a coordinated effort between the County and the
cities in the County This plan is not the Diablo power plant plan
MOTION Councilman Nelson moved for the approval of the initial
Plan The motion was seconded by Councilman Stover and
unanimously carried by roll call vote
2 Resolution No 23-81 approving application for 1980 State
Grant monies for the Alvord Field improvement project
Mr Warden stated that this resolution formalized the City' s
application for funds provided by the State of California 1980 Park-
lands Act The Parks and Recreation Advisory Board has determined
that this project has the highest priority for expenditure of these
funds The improvements include lighting, installation of an under-
ground watering system, bleachers , backstop, dugout benches and land-
scaping for a total cost of $68 , 318 The amount allocated to the City
under the 1980 Parklands Act is $60 , 979
MOTION Councilman Mackey moved that Resolution No 23-81 be read
by title only The motion was seconded by Councilman Stover
and unanimously carried

am E INDIVIDUAL DETERMINATION AND/OR ACTION
1 City Council
(a) Councilman Mackey asked if anything had been done with
regard to the letter from the Chamber of Commerce
about industrial development There was considerable discussion re-
garding this matter and its eventual resolution through the General
Plan process Comments were offered by George Molina
"" (b) Councilman Mackey asked about the Traffic Committee
Mr Warden stated that the Citizen ' s Committee is
supposed to be coming back with more information before the matter is
dr scheduled before Council
(c) Mr Stover brought up the matter of illegal signs
me Mr Warden stated that Staff is aware of the situation ,
however , there is a problem with availability of enforcement manpower
He noted that the entire problem of enforcement is of Staff concern
and , as some of the pressure is relieved in preparing City ordinances
AW to replace County ordinances , that enforcement will become more
active
40 (d) Mr Stover asked what the City was doing about people
living in trailers Mr Warden discussed time re-
straints and availability of manpower to cope with
these problems

(e) Mayor Wilkins presented Don Sylvia , outgoing Fire Chief,
with a Certificate of Appreciation He thanked Don
4W for his service to the City since its incorporation
( f) Mayor Wilkins commented on the plight of the Lone Ranger
40 being unable to wear his mask in public noting that the
City of Vallejo was asking for a resolution supporting their position
(g) Councilman Nelson suggested another joint meeting with
40 the Chamber of Commerce There was further discussion
on this matter with Mr Warden stating that basically nothing has
changed since the last meeting He said that the problems identified
by the Chamber will have to be worked out through amendments or addi-
tions to the General Plan The Council has already adopted a policy
position , but this must now be translated into General Plan provi-
sions

4W (a) Mr Grimes reported that the municipal code codification
program was underway and that Book Publishing Company
was making progress

3 City Manager
(a) Mr Warden reminded Councilmembers about the League of
N" California Cities Channel Counties Division meeting
in Ventura this Friday

(b) Mr Warden advised Council of a Small Cities Planning
meeting in Visalia
(c) Mr Warden requested a closed session to discuss
employee negotiations He did not anticipate that there
would be an announcement at the end of the meeting
The meeting adjourned to closed session at 8 10 p m and returned
to regular session at 9 15 p m and adjourned
