RESOLUTION OPTHE CITY COUNCIL
OF THE CITY OF ATASCADERO
OPPOSITION TO MEASURE "A"
WHEREAS, if passed, Measure A on the November 4 , 1986 County
of San Luis Obispo ballot, would make significant changes in the
established process used to grant permits for the construction or
modification of onshore oil processing facilities.
WHEREAS, oil production in 'Federal waters off the county
coast is expected in upcoming years. To support this production,
facilities to separate water from oil are also needed; and
WHEREAS, Measure A defines onshore support facilities as
"any" land use, installation, or activity required to support
the exploration, development, production, storage, processing,
transportation, or related activities of offshore energy
resources; and
WHEREAS, the City of Atascadero is very concerned that such
businesses could be owned by or employ residents of Atascadero;
and
�%w WHEREAS, if Measure A passes, it would lead the oil industry
to build processing facilities offshore in Federal waters. These
facilities would then be outside county environmental control and
within the jurisdiction of the Federal Government. Furthermore,
the county would not gain any revenue from such facilities if
they were located at sea; and
WHEREAS, our county government has a proven system in place
to make sound permitting decisions about onshore oil support
facilities. It is thorough and requires more than two years of
public hearings; and
WHEREAS, county-wide elections are quite expensive. One
special election could cost taxpayers $200 , 000 ; and
WHEREAS , Measure A is opposed by county Supervisors Jerry
Diefender --r, Carl Hysen, Bill Coy, and Ruth Brackett, and
WHERE on this date, over 2, 000 county residents ahve
adopted positions against Measure A. Many of these Measure A
opponents live in Atascadero.
THEREFORE, be it resolved that to protect our effective
system of representative government, to strengthen environmental
controls, and increase county tax revenue, the City of Atascadero
hereby resolves to oppose Measure A
On motion by Councilperson MOLINA and seconded
by Councilperson NORRIS� , the foregoing resolution
is hereby adopted in its entirety on the following vote:
AYES COUNCILMEMBERS HANDSITY, MOLINA AND NORRIS
NOES: COUNCILWOMAN BORGESON AND MAYOR MACKEY
ABSENT: NONE
