HomeMy WebLinkAboutResolution 044-85 T RESOLUTION NO. 44-85 A RESOLUTION OF THE COUNCIL OF THE CITY OF ATASCADERO APPROVING GENERAL PLAN AMENDMENT TO AMEND THE TEXT AND THE GENERAL PLAN MAP OF THE LAND USE ELEMENT OF THE CITY' S GENERAL PLAN PERTAINING TO PUBLIC SCHOOL SITES (GP 2I-85 : ATASCADERO UNIFIED SCHOOL DISTRICT) WHEREAS, the Atascadero Unified School District has filed applica- tion to amend the City of Atascadero' s General Plan pertaining to public school facilities; and WHEREAS, the City' s Planning Agency has initiated said general plan amendment on behalf of the school district; and WHEREAS, the Planning Commission of the City of Atascadero conduc- ted public hearing on subject matter on June 17, 1985 and recommended approval of the amendment with revisions; and WHEREAS, the City Council of the City of Atascadero conducted a public hearing on the subject matter on August 12, 1985; and Government Code Section 65323 provides that a general plan be amended by the adoption of a resolution; and WHEREAS, the Council of the City of Atascadero finds as follows: 1. The proposed general plan amendment recommended by the Plan- ning Commission is consistent with the goals and policies of the City' s General Plan by providing standards and projec- tions of school needs and direction for siting of future school facilities. 2. The proposed general plan amendment will not have a signifi- ficant adverse effect upon the environment and preparation of an Environmental Impact Report is not necessary. NOW, THEREFORE, the Council of the City of Atascadero does resolve to approve General Plan Amendment GP 2I-85 as follows: 1. Amendments to the text as shown on the attached Exhibit A. 2. Amendments to the General Plan Map as shown on Exhibit B. If the proportion of school age children remains constant at about 27% of the City' s total population, then the maximum school population at full build-out would be 9 ,372 students. " P. 105 Amend the text under the "Education Facilities" subheading &106 to read as follows: "Educational Facilities The Atascadero Unified School District has three elementary schools, one junior high school, one comprehensive high school, and one continuation high school within the planning area. In addition, the District has purchased 13. 8 acres on San Gabriel Road, which is designated as an elementary school 10111W site. The school district covers 1, 213 square miles and ex- tends eastward to the Kern County line. Therefore, local facilities serve more than the existing or anticipated popu- lation from the City of Atascadero. The sprawling nature of the residential areas does not lend itself to the concept of "walk-in" or "neighborhood" schools. The stated capacities of existing schools and their current enrollments as of October 1, 1984 are: Capacity Enrollment Lewis Ave. Elementary 424 523 Monterey Rd. Elementary 608 630 Santa Rosa Elementary 633 652 Atascadero Junior High 714 696 Atascadero Senior High 1, 396 1, 389 Oak Hills Continuation H.S. 75 80 Totals: 3,850 3,970 It was estimated in Chapter III, Population, of the General Plan, that when the Colony was filled up to some 30,000 peo- ple, school population would increase to about 8, 200, dis- tributed as follows: Amendments to Text of 1980 Atascadero General Plan Elementary 4,136 Junior High 1, 338 Senior High 2,737 Total: 8,211 The maximum residential buildout for Atascadero is projected at 34,150 people, based on the number of units allowed per zoning category and household size (Housing Element, 1985) . Based on this information, the maximum school population within the City of Atascadero would be as follows: Elementary 4,727 Junior High 1, 529 Senior High 3,126 Total: 9, 372 This clearly indicates an increasing need for school facili- ties. The Atascadero Unified School District must make long term population projections and long-term plans for classroom space. Actions to be considered shall include: 1. Acquisition of additional school sites 2. Development of additional school sites 3. Explore methods of financing school construction a. State School Building Program b. Developer Fees c. Parcel Tax Election Within ten years, at present growth rates, it is anticipated that there will be a need for four additional elementary schools, one additional junior high school, and the identifi- cation of an additional senior high school site. In order to construct school facilities as economically as possible, site selection should be restricted to relatively flat sites which are out of the floodplain in order to mini- mize grading costs. Recommended acreage and capacity standards for schools are as follows: Acreage Enrollment Elementary Schools 12 to 14 650 Junior High Schools 20 to 25 750 Senior High Schools 50 to 60 1,650 2 Amendments to Text of 1980 Atascadero General Plan Priority for the development of additional school sites shall be based on the population densities of the respective octants (map 1-2) . The San Gabriel Road elementary school would be constructed first due to the present overcrowding of Santa Rosa Elementary School. Elementary school sites should be considered in the northeast and southeast quadrants of the City, if suitable land can be identified. In addition, a site or sites should be identi- fied on the Eagle Ranch property on the assumption that, at some future date, this property will be subdivided for devel- opment. These sites could include an elementary school site and, possibly, a junior high and/or senior high school site. i Proposed school sites as shown on the Atascadero General Plan are general in nature and do not necessarily apply to a spe- cific property. Long-term planning shall consider the abandonment of the Lew- is Avenue Elementary and the Junior High School sites. Both are located within the comercial-municipal services area. Their present location contributes to severe traffic conges- tion and also poses problems of administration and operation.
