COUNCIL STUDY SESSION The City Council will discuss 1 Consideration of Memorial Tree for Marjorie Mackey 2 Impact of May 19th Election 3 Draft Budget Review 4 American Recovery and Reinvestment Act of 2009 - Community Development Block Grant Funds PUBLIC COMMENT ADJOURNMENT The Council will adjourn to its Closed Session on May 26, 2009, at 5 00 p.m. 198 19,H CITY OF ATASCADERO PUBLIC WORKS DEPARTMENT TO: City Council FROM: Wade McKinney, City Manager SUBJECT Community Development Block Grant Funds Under the American Recovery and Reinvestment Act of 2009 DATE May 20, 2009 The U S Department of Housing and Urban Development (HUD) has announced additional CDBG funding under the American Recovery and Reinvestment Act of 2009 These funds are allocated using the same formula as our annual CDBG program, total $49,955 and are referred to as CDBG-R. This CDBG-R funding presents a unique set of challenges because of the narrow range of activities allowable as compared to the wide range of activities allowable under the typical CDBG program. HUD is committed to focusing these funds on the Recovery Act goal of investing in infrastructure that will stimulate fob creation and provide long-term economic benefit. While the CDBG-R regulations do allow allocation to the traditional categories of Administration (10%), Public Service (15%), and Public Facilities, in reality HUD is strongly discouraging allocations to Public Service activities as these programs generally do not qualify as job-creating. HUD is requiring submittal of an Amendment to the 2008 Action Plan by June 5`h, which requires Board of Supervisor action on June 2nd Because the tight time frames there will be no opportunity for City Council action prior to submittal of the recommendation, additionally, the only opportunity for public comment will be at the Board of Supervisors meeting. A request for funding has been received from the Leadership Council for the 10 Year Plan to End Homelessness (see attached) asking each agency to contribute their Administrative allocation to help fund an Executive Director for the proposed Homeless Services Oversight Council. The Leadership Council estimates the cost of this position, including overhead, at $150,000 for the proposed two year contract period. Each participating agency is required to submit their funding recommendations by Wednesday, May 20`h to meet the agenda deadline. that I send this request to you, each of the other cities, and the County for a small financial contribution from your jurisdiction to help pay for a staff person (called "Executive Director") who would support and guide the proposed Homeless Services Oversight Council (HSOC) We are sending a similar request to several nonprofit organizations and medical providers You may recall that I and the other members of the Transition Team indicated during our presentation to you on February 10 that we were not asking for a financial contribution from your city Since then,however, we received direction from the Board of Supervisors that we should ask the cities and nonprofit organizations for at least some contribution The Leadership Council recently approved the attached draft two-year work program for the proposed HSOC Executive Director This work program shows the specific tasks to be accomplished as a result of our collective contributions, as well as some performance measures We estimate that it may cost approximately $150,000 to pay for a contract with the proposed Executive Director over two years, including the fee for services and all other costs including office supplies, utilities, travel, copying, insurance, etc The Leadership Council and the Transition Team believe this would be a good investment because of the progress that would result in terms improved coordination, efficiency, and securing of grants and private donations We are planning for another meeting of the Leadership Council on May 21, 2009, and any feedback you can provide by then would be helpful We are also tentatively planning on asking the Board of Supervisors to adopt a resolution creating the HSOC on June 2, 2009 If the HSOC is in fact established, it will be more effective if it has support of the Executive Director The following table shows potential contributions from all entities based partially on relative population levels The County's contribution includes a population-based amount plus an additional $50,000 in special funds (non-general fund) through the Department of Social Services (DSS) These contributions would cover two years, but the commitment should occur in the first year to facilitate a two-year contract with the Executive Director One possible source which the City of Atascadero might consider using for this purpose is its share of the CDBG stimulus grant We just received guidance from HUD regarding this grant that up to 10 percent can be used for "administrative" purposes We will need to confirm it with HUD, but we think that Atascadero could use 10 percent (or $4,995) of its total CDBG stimulus grant of $49,955 for this purpose Please feel free to call or email me if you want to discuss this matter or have questions
