Chairperson Beraud called the meeting to order at 6:00 p.m. ROLL CALL: Present: Board Members Brennler Clay O'Malley Vice Chairperson Luna .r and Chairperson Beraud. Absent: None Others Present: Board Secretary Marcia McClure Torgerson, and Recording Secretary Susanne Anshan. Staff Present: Executive Director Wade McKinney Assistant Executive Director Jim Lewis, City Attorney Brian Pierik, Community Services Director Brady Cherry and Community Development Director Warren Frace. tr APPROVAL OF AGENDA. MOTION: By Board Member Luna and seconded by Board Member Brennler to approve the agenda. RDA Minutes 8/12108 Page 1 of 3 Motion passed 5:0 by a roll -call vote. Approved October 28, 2008 COMMUNITY FORUM Pastor Vern Hayes Jr led those present in prayer Chairperson Beraud closed the Community Forum period. A. CONSENT CALENDAR Community Redevelopment Agency Draft Minutes — May 13, 2008 Board Secretary Recommendation. Board approve the Community Redevelopment Agency minutes of May 13, 2008 [Board Secretary] MOTION By Board Member Luna and seconded by Board Member Clay to approve the Consent Calendar Motion passes 5.0 on a roll -call vote. B PUBLIC HEARINGS - None. C MANAGEMENT REPORTS 1 Purchase of Chamber of Commerce Building (6550 EI Camino Real) ow Fiscal Impact: The total cost to the Agency is expected to be $11,500, $10,000 for the purchase of the building, $500 in repairs to the building and $1,000 for the lease of land under the building from the City ■ Recommendations. Agency Board 1 Authorize the purchase of the building at 6550 EI Camino Real for $10,000 00, and, 2 Appropriate $11,500 in Redevelopment Agency Funds for the purchase and maintenance of the building [Executive Director) Executive Director Wade McKinney gave the staff report and answered questions of the Board PUBLIC COMMENT Joan O'Keefe stated the building is smaller than the current building Main Street is renting for $400 Eric Greening asked about the proposed transit center for a possible use Joanne Main of the Atascadero Chamber of Commerce stated they have outgrown the current building and the Chamber would ask to enter into a sublet agreement until such time as a decision is made Ms Main answered questions from the Board RDA Minutes 8/12/08 Page 2 of 3 Approved October 28, 2008 Steve Martin with Atascadero Main Street stated Main Street is currently paying $400 a month in rent at their current location and some negotiations with the Chamber have taken place as to the possibility of Main Street leasing this building Chairperson Beraud closed the Public Comment period. The Board asked questions of the City Attorney and held further discussion Chairperson Beraud reopened Public Comment in order for Ms. Main to answer more questions. PUBLIC COMMENT Joanne Main stated the property tax value of this building is just shy of $14,000 00 and the Chamber's lease agreement is up September 1, 2008 Chairperson Beraud closed the Public Comment period. There was Board consensus to direct staff to return to the Board with the cost of demolition, the cost of relocation, and whether Main Street or another possible tenant is willing with sign flexible lease agreement such as a month-to-month. Executive Director Wade McKinney clarified that if the Redevelopment Agency 600 purchased the building and leased it, it would not have the relocation cost issues If the Chamber maintains the building and they sublease to someone else, the Redevelopment Agency then has the relocation expense problem BOARD ANNOUNCEMENTS AND REPORTS None ADJOURNMENT Chairperson Beraud adjourned the meeting at 6 30 p m MINUTES PREPARED BY Susanne Curtis Anshen, Deputy City Clerk RDA Minutes 8/12/08 Page 3 of 3
