Building Public Trust Workshop - Facilitated by Dr Tom Shanks
This continuation of the workshop on April 2"d and 3`d will focus on public trust and will
provide the City Council with the fundamental knowledge, skills, and experience to take
the next steps in fostering the public's trust and confidence in its government and
services
ADJOURNMENT The City Council will adjourn to their next regularly scheduled
meeting

Building Public Trust Workshop - Part 2:
Morning Session
Public Trust Consultant and Facilitator Dr Tom Shanks will
• Explain the goals of this Workshop
• Explain the ground-rules, participant agreements, and public involvement
• Review best practices for ethical leadership of effective public trust programs
• Lead Council and audience through a series of exercises to identify current
leadership strengths, as well as critical challenges to public trust; further build
communication and consensus skills, and develop vision, guiding principles,
and everyday ethics guidelines for city leadership outside of election
campaigns
• Give staff direction to return to Council with non-election public trust program
components for public comment and Council consideration
Lunch Break (The Workshop will continue through lunch Members of the public

Afternoon Session
Public Trust Consultant and Facilitator Dr Tom Shanks will
• Review best practices for campaign reform elements of effective public trust
programs
• Lead Council and audience through a series of exercises to identify current
strengths and challenges to public trust during City election campaigns,
practice ethical decision and communication skills while developing a draft
vision, guiding principles, and ethics guidelines for building public trust during
election campaigns
• Give staff direction to return to Council with campaign reform public trust
program components for public comment and Council consideration
