MINUTES
Tuesday, January 22, 2008 — 6:30 P.M.
REGULAR SESSION: 6:30 P.M.
Chairperson Beraud called the meeting to order at 6:30 p.m.
ROLL CALL:
Present: Board Members Brennler, Clay, O'Malley, and Chairperson Beraud
Absent: Vice Chairperson Luna
Others Present: Board Secretary Marcia McClure Torgerson, Recording Secretary

Staff Present: Executive Director Wade McKinney, Assistant Executive Director
Jim Lewis, Community Services Director Brady Cherry, Community
Development Director Warren Frace, Police Chief Jim Mulhall,
Deputy Executive Director Marty Tracey, and City Attorney Brian
Pierik.

MOTION: By Board Member Brennler and seconded by Board Member

COMMUNITY FORUM:
Steve Martin, Executive Director Atascadero Main Street, announced that the banners
on the large cobra light poles in the downtown were purchased and mounted by the
Main Street organization.
Chairperson Beraud closed the Community Forum period.

1. Community Redevelopment Agency Minutes — December 11, 2007

Redevelopment Agency minutes of December 11, 2007. [Board

MOTION: By Board Member O'Malley and seconded by Board Member
Brennler to approve Item #A-1.
Motion passed 4:0 by a roll -call vote.
Chairperson Beraud recessed the hearing at 6:35 p.m.

Chairperson Beraud called the meeting back to order at 12:44 p.m.
B. MANAGEMENT REPORTS:
1. Economic Development Strateqv Appropriation of Funds
■ Fiscal Impact: Depending on the level of public outreach and input, the
cost of developing the strategy will range from $90,0004120,000.
Related support costs and costs for the public process are estimated to be
$20,000. Additionally, the cost for the "Just Listening... Summit on
Downtown," (which Council authorized staff to conduct in February, 2008)
will be approximately $10,000, for an estimated total of $150,000.

In June, the Council budgeted $110,000 for economic studies. Of that
amount, $7,000 was spent on "Just Listening... Thoughts on Economic
Development," and $14,500 has been allocated to tourism studies, leaving
a balance of $88,500. To fund the full study and related activities, an
additional $61,500 is needed. Funding is available in Redevelopment
Fund Reserves.
■ Recommendation: Board authorize the Administrative Services Director to
appropriate $61,500 in Redevelopment Funds for economic development
activities. [Executive Director]
City Manager Wade McKinney gave the staff report.

Brennler to authorize the Administrative Services Director to
appropriate $61,500 in Redevelopment Funds for economic
development activities.
Motion passed 4:0 by a roll -call vote.
