CITY COUNCIL TEAM DEVELOPMENT:
This session will be dedicated to the Council team and their decision making process.
The facilitator will work with the Council to improve discussion, create communications
agreements between the team and develop a positive working relationship. The
Council will also discuss Council norms and procedures.
ADJOURNMENT: The City Council will adjourn to their next regularly scheduled
meeting.

MINUTES
Saturday, May 5, 2007, 8:30 a.m.
Mayor Luna called the meeting to order at 8:30 a.m.
ROLL CALL:
Present: Council Members Beraud (arrived late due to illness),
Brennler, Clay, O'Malley and Mayor Luna
Staff: City Manager Wade McKinney, Assistant to the City
. Manager / City Clerk Marcia McClure Torgerson,
Facilitator Dr. William Mathis, and scribe Janice Mathis
PUBLIC COMMENT:
Eric Greening suggested for individual items on the Council's agendas, that the Council
should receive the staff report, ask questions, allow public comment, and then give their
opinions.
The City Council Members stated that they disagreed with Eric's statement as they felt
their opinions are important to give early so that the public can influence them if they
disagree.
Mayor Luna closed public comment period.
CITY COUNCIL TEAM DEVELOPMENT:

Facilitator Dr. Mathis explained the agenda for today's meeting to the Council.

The Council:
❑ Worked on improving their communication skills.
❑ Learned the difference between Passive, Assertive and Aggressive behavior.
❑ Discussed possible improvements to the Council meeting format to allow more
issues to be completed.
❑ Agreed to address the public comment time limit in the future, once current
important business issues are behind them.
❑ Reviewed and amended the Council Norms and Procedures prepared by Dr.
Mathis, and directed staff to bring back to Council for approval.
❑ Directed staff to revise the Commission Norms to reflect the new Council Norms.
The Council held a discussion concerning Best Practices and there was consensus on the
following:
1. Annual Council Strategic Planning sessions.
2. Periodic Council meetings to examine progress and discuss goals and new
events (Study Sessions).
3. Annual Staff workshops to prepare goals presented by Council into both budget
and specific timelines, and milestones.
4. Develop a Communication Strategy with Community and the Public.
5. Annually review Council agreements and Norms.
6. Annual Meeting with Commissions and Council for communication and
understanding roles.
7. Plan for Customer Service Outreach Program and training for Staff and
• Council... improvement is our goal.
8. Annual Evaluation of City Manager and City Attorney.
9. Develop an Orientation Program for new members of Council and Commissions.

Mayor Luna adjourned the meeting at 2:50 p.m. to the next regularly scheduled meeting.
