Please review the Notice of Funding Availability (NOFA) before submitting your application. All applications must meet the eligibility criteria and requirements set forth in the NOFA. Since its inception in 1965, CAPSLO has received and successfully managed a variety of grants that address the unmet needs of low-income and vulnerable individuals and families through County, State, and Federal sources. County grants include but are not limited to CBO/PHG, Departments of CDBG, Social Services (DSS), Public Health, Behavioral Health, Probation, ESG, General Funds, and more recently, Coordinated Entry and PLHA grants. State grants include but are not limited to the Office of Emergency Services, Office of Child Abuse Prevention, Department of Education, Department of Social Services, and Community Services and Development (CSD), which designates the organization as a Community Action Agency because it distributes funds from the Community Services Block Grant (CSBG). Federal - The majority of CAPSLO's funding comes from the Administration for Children and Families, Office of Head Start, which the agency has been receiving since 1965, but also Substance Abuse and Mental Health Services Administration (SAMHSA) and the Department of Veteran Affairs. The Energy Division, the focus of this application, receives funding from CSD for the Low-Income Home Energy Assistance Program (LIHEAP), Department of Energy for the Weatherization Assistance Program (DOE WAP) and Bipartisan Infrastructure Law Weatherization Assistance Program (Bil WAP), the Area Agency on Aging, Santa Barbara County CDBG, City of Pismo Beach, City of Santa Maria, andPG&E. In the past five years, the agency completed 34 Prado as a licensed substance use disorder facility and two Head Start child care centers are nearing completion in Atascadero and Salinas. CAPSLO undergoes an agency-wide, rigorous audit process annually by the firm of Brown Armstrong Certified Public Accountants. The process includes inquiry and observation to understand and evaluate CAPSLO’s internal controls, confirmations, interim testing and compliance audits, and substantive procedural analysis. Critical audit areas include compliance with federal and state awards, expenses for program and support services, accounts payable and accrued liabilities, program revenue and unearned deferred revenue, cash, property and equipment, and long-term debt. A summary of the audit is formally presented by Brown Armstrong to both the Audit and Finance Committees of the Board as well as the full Board of Directors and senior management annually. B.3.a. LIHEAP and DOE WAP support the weatherization of over 250 homes per year on average, providing diagnostic testing (blower door test, duct system testing and sealing, combustion appliance safety testing, replacement of furnaces, water heaters and cooking appliances, installation of weathering measures like attic insulation, door weatherstripping, windows, water saving measures, and carbon monoxide and smoke alarms. Energy Services completes minor repairs, like the installation of grab bars and handrails, for approximately 500 households per year in our Senior Home Repair Program, funded by the Area Agency on Aging. Energy Services completes from 40 to 100 larger Home Repair projects with the CDBG-funded Minor Home Repair Program, which covers San Luis Obispo and Northern Santa Barbara counties. C.21. Data for the 2024 Point-in-Time Count, the most recent county-wide survey of homeless residents, supports the high need for shelter, with 68% of the homeless surveyed lacking access to safe shelter. According to the County of San Luis Obispo Homeless Services Division’s Quarterly Homelessness Database Dashboard, 1,516 unduplicated individuals were enrolled within HMIS in the one-month period of June 2025. Our county’s shortage of affordable housing units has created a challenging situation, leaving many people vulnerable to homelessness and housing insecurity. Being homeless has a tremendous negative impact on physical and mental well-being and regaining stable housing is a precursor to maintaining health. ECHO’s shelter clients are struggling to re-gain housing after financial, medical, or relationship crises push them into homelessness. Some clients need job skills to enter the workforce, and most need increased and stable income to pay off debts and afford the high cost of housing on the Central Coast. They may also need to repair credit, apply for benefit programs, obtain medical or mental health treatment, secure reliable transportation, and earn enough to save money for a security deposit and rent. With housing costs continuing to skyrocket and vacancy rates extremely low, it takes time for clients to regain sufficient financial stability to obtain housing. ECHO’s 90-Day Emergency Shelter program provides at least three months of shelter and staff support, giving clients the time, safety, and support needed to stabilize or increase income and find permanent housing. We work hard to help clients succeed, and each year we are helping an even higher number of clients to find housing. In 2024 ECHO helped 353 individuals obtain stable housing, a 70% increase over our 2023 numbers. This year we are on track to help 447 individuals find housing, more than double our 2023 total. And because ECHO provides education and resources, setting clients up for success, 90% of those who are housed remain housed. Staff are actively reducing the length of time people are homeless and the number of people in shelters who are exiting still homeless. Most shelter clients participate in our 90-Day low-barrier program; this best practice is resulting in over 60% of 90-Day clients who participate for at least 30 days finding permanent housing. As of the end of September, 310 clients have secured stable housing in 2025 through our shelter, outreach, rapid rehousing, and eviction prevention services. ECHO's CEO participates on the Homeless Services Oversight Council to ensure alignment and collaboration with existing efforts in the County. Both the CEO and staff coordinate directly with county-wide homeless service providers to avoid duplication and maximize resources. This includes collaboration with CAPSLO and 5CHC to plan and implement homeless services funded through the County by federal and state funds. Many additional partnerships keep the two navigation centers operating. ECHO partners with the City of Atascadero and the County to sustain and expand ECHO Atascadero and improve outreach services and with the City of Paso Robles and the County to develop and expand ECHO Paso Robles. ECHO collaborates with People’s Self-Help Housing and Housing Authority SLO to manage ECHO Paso Robles. And we work closely with local non-profits, businesses and community members to support a wide range of services for people experiencing and at risk of homelessness. These partnerships include accepting and making referrals, working closely with other agencies to ensure that clients access the resources available, seeking out community partners who can be of support to our clients, and working with local employers to place clients in jobs. ECHO's Navigation Centers are increasing the number of people experiencing homelessness who obtain housing within three months. Staff work intensively with clients to support them in increasing income and finding a permanent home. With 353 people re-housed or stabilized in 2024 and a 60% success rate in finding housing for 90-Day Emergency Shelter program participants, ECHO services ensure that community members do not remain homeless. This project will support operation of both Navigation Centers and the addition of 20-30 ECHO Atascadero beds, ensuring that ECHO is able to continue providing the emergency shelter, outreach services, and case management needed for homeless residents to obtain stable housing.
