Funds increased 3% (Landscape and Lighting) and 19% (Street & Storm Drain) overall between FY22 and FY23 ending balances. This does not seem to lend credibility to a 2.9% increase of assessment fees when the funds are increasing more than that themselves. Engineer reports for ending balances for FY24 are also increased for Streets/Storms. Fund balance information on the Engineer's Report does not match the balances on the financials. For FY24, there is an expense of over $7k for tree rehabilitation? If these are the oak trees along the public walking trails those are open to the public and we should not be funding them. Maintenance of landscape is very very minimal with faded mulch (where there is still mulch) and many leaking drip lines. If water is a large part of the expenses, perhaps all the leaks could be repaired? There was a total expenditure on landscaping of $81,028, and we can't tell what that was for by looking around our neighborhood. We are against increasing the assessment fees.
