HomeMy WebLinkAboutArguments in Favor Treasurer Measure.RedactedRECEIVED JUN 2.5 2024 CITY OF ATASCADERO ARGUMENT IN FAVOR OF MEASURE -24 CITY CLERK'S OFFICE MAKING THE CITY TREASURER OF ATASCADERO AN APPOINTIVE POSITION Atascadero is one of only two cities in SLO County that still elects its City Treasurer. In the five other cities, the City Treasurer is the full-time finance director already employed by the city, and is always an experienced and well-qualified individual. Our County's Grand Jury has recommended that all cities have appointed City Treasurers. We are out of sync with good government best practices by continuing to elect our City Treasurer. While our current elected City Treasurer is highly experienced, having been the County Auditor Controller for many years before retiring and being elected City Treasurer, there is no guarantee of this level of qualification in the future. State law allows no requirements for elected City Treasurers beyond being 18, a resident, and a registered voter in the City. The City Treasurer receives $400 a month and is eligible for health benefits. A person could run for City Treasurer just to receive benefits. In 1994 a well-meaning but inexperienced Atascadero City Treasurer invested almost all City funds in the Orange County investment pool. The pool put money into very risky financial investments and lost over $1 billion. This led to bankruptcy for Orange County and almost led to bankruptcy for the City of Atascadero. Making the City Treasurer an appointed position would save City taxpayers approximately $17,000 annually and would ensure that the City Treasurer is always well qualified and experienced in financial matters.
