A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ATASCADERO APPROVING A CONDITIONAL USE PERMIT
FOR THE INSTALLATION OF CELLULAR FACILITIES IN THE RSF-Y
ZONING DISTRICT
(CUP 2000-0009, Alpine PCS, 9230 Vista Bonita)
WHEREAS, an application has been received from Alpine PCS (3220 S. Higuera Street,
Suite 102, San Luis Obispo, CA 93401) to consider a Conditional Use Permit allowing the
installation of cellular facilities on a single site (APN 030-441-014); and,
WHEREAS, the proposed project is in conformance with the Moderate Density Single
Family Land Use Designation of the General Plan; and,
WHEREAS, the site is located in the Residential Single Family — Y zoning district
wherein the proposed use is allowable by Conditional Use Permit; and,
WHEREAS, the Planning Commission conducted a public hearing on the proposed
Conditional Use Permit on July 5, 2000; and considered testimony and reports from staff, the
applicants, and the public; and,
WHEREAS, Zoning Ordinance Section 9-2.109.(c)(4) requires the Planning
Commission make certain "Findings" prior to approving a Conditional Use Permit; and,
NOW, THEREFORE, the Planning Commission finds as follows:
1. The proposed project is consistent with the General Plan.
2. The proposed project satisfies all applicable provisions of the Zoning Ordinance.
3. The establishment, and subsequent operation or conduct of the use will not, because
of the circumstances and conditions applied in this particular case, be detrimental to
the health, safety, or welfare of the general public or persons residing or working in
the neighborhood of the use, or be detrimental or injurious to property or
improvements in the vicinity of the use.
4. The proposed project will not be inconsistent with the character of the immediate
neighborhood or contrary to its orderly development.
5. The proposed project will not generate a volume of traffic beyond the safe capacity of
all roads providing access to the project, either existing or to be improved in
conjunction with the project, or beyond the normal traffic volume of the surrounding
neighborhood that would result from the full development in accordance with the
Land Use Element.

BE IT FURTHER RESOLVED, that the Planning Commission does hereby approve
Conditional Use Permit 2000-0009 allowing the installation of cellular facilities in the RSF-Y
zoning district consistent with Exhibit A (Gross Section / Colors), Exhibit B (Site Plan) and
subject to the Conditions of Approval contained in Exhibit C.
On motion by Commissioner Jeanes, and seconded by Commissioner Eddings the
foregoing resolution is hereby adopted following roll call vote:

Conditions of Approval
Conditional Use Permit 2000-0009 (Alpine PCS)

Revised at the July 5, 2000 Planning Commission Meeting
ENGINEERING CONDITIONS:
1. The applicant shall enter into a Plan Check/Inspection agreement with the City of
Atascadero.
2. The applicant shall be responsible for the relocation and/or alteration of existing
utilities.
3. The applicant shall install all new utilities underground.
4. Prior to the issuance of building permits the applicant shall submit a grading and
drainage plan prepared by a registered civil engineer for review and approval by
the City Engineer.
5. Prior to the final inspection, the applicant shall submit a written statement from a
registered civil engineer that all work has been completed and is in full
compliance with the approved plans and the uniform Building Code (UBC) prior
to the final inspection.
PLANNING CONDITIONS:
6. The approval of this use permit shall become final and effective for the purposes of
issuing building permits fourteen (14) days following the Planning Commission
approval unless prior to the time, an appeal to the decision is filed as set forth in
Section 9-1.111(b) of the Zoning Ordinance.
7. Approval of this Conditional Use permit shall be valid for twelve (12) months
after its effective date. At the end of the period, the approval shall expire and
become null and void unless the project has received a building permit, begun
operation or an extension has been granted.
8. All disturbed areas shall be hydro -seeded prior to the final inspection.
9. Prior to the final inspection the applicant shall submit written verification from a
licensed land surveyor or a registered civil engineer that the elevation of the top of
both of the monopoles is at a 1223 -foot topographical elevation (or lower).
10. The City ofAtascadero shall be allowed reasonable access to the site and shall be
allowed use of the site for the purposes of installing, operating and maintaining
telecommunications equipment.

11. The applicant shall submit a Landscape Plan / Irrigation Plan for the site.
The plan shall provide additional screening trees and shrubs along the
perimeter of the equipment pad and along the hillside near the existing water
tank. The plan shall also note that the area impacted by construction will be
hydroseeded with an appropriate native seed mix prior to the final building
permit inspection. The plan shall identify the size and species of the
trees/shrubs to be planted and shall identify the location / type of the
irrigation facilities and the proposed water source. The plan will be
required to be approved by the Planning Commission as a Consent Item
prior to the issuance of the building permit.
12. Provide Knox Lock on the gate for Fire Department access.
13. No exterior lighting shall be installed on any structures
14. Air conditioning unit and controls shall be maintained to insure proper operation
and prevent excessive high speed operation.
15. All structures and antenna shall be painted per the color palette on Exhibit A.
