APPROVAL OF MINUTES OF THE REGULAR PLANNING COMMISSION MEETING ON AUGUST 6, 2002. 2. TIME EXTENSION RE UEST FOR TENTATIVE PARCEL MAP #2000-0003: (5100 CASCABEL AVENUE, SAFARJAND PUBLIC HEARINGS (For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name and address for the record and can address the Commission for five minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s).) TO BE CONTINUED TO SEPTEMBER 3, 2002 ZCH 2002-0029 / CUP 2002-0067 / VESTING TTM 2002-0014 Applicant: Kelly Gearhart, 6205 Alcantara, Atascadero, CA 93422 Project Title: ZCH 2002-0029 / CUP 2002-0067 / Vesting TTM 2002-0014 Project 2000 Ferrocarril Road (East of Union Pacific Railroad), Atascadero, San Location: Luis Obispo County APN 049-023-030, 049-291-016, 049-291-005 Project The proposed project consists of Planned Development Zone Change with a Master Plan of Description: Development to allow a 16 lot single family residential subdivision with an average minimum lot size of 2.5 acres. One of the lots will be a 5.76 -acre open space lot with an equestrian/pedestrian trail and parking area. The project will permit the construction of 13 additional single family dwellings. The site has rolling topography and large flat areas with numerous oak trees and native vegetation. The site is located between the Salinas River and the Union Pacific Railroad. Access will be provided from a street extension off of El Camino Real that will require construction of a grade separated railroad crossing. No water or sewer services Proposed are available to the site, and the site will be served by individual wells and septic systems. The Environmental project is consistent with the General Plan Land Use designation and requires a Planned Determination Development Overlay for zoning consistency. General Plan Designation: SE (Suburban Estates) Zoning District: RS (Residential Suburban) Proposed PROPOSED NEGATIVE DECLARATION 2002-0030: Environmental Based on the findings of the initial study, the Community Development Department Determination recommends that the Planning Commission find that no significant harm would come to the environment from approval of this project. The proposed Negative Declaration is available for public review at 6500 Palma Avenue, Community Development Department, Room 104, from 8:00 a.m. to 5:00 .m., Monday through Friday 4. CONDITIONAL USE PERMIT 2002-0066 / TENTATIVE TRACT MAP 2002-0017 Applicant: Kelly Gearhart, 6205 Alcantara, Atascadero, CA 93422 Project Title: Conditional Use Permit 2002-0066 / Tentative Tract Map 2002-0017 Project 3200 El Camino Real, Atascadero, San Luis Obispo County APN 049-211-018 Location: Project The proposed project consists of Conditional Use Permit for a Master Planned 10 lot light industrial Description: subdivision with a Tentative Tract Map. The project will permit the construction of up to ten industrial buildings totaling 33,000 square feet. The lot is a fallow pasture with two dilapidated houses and has slopes below 10% with several non-native trees. The site has frontage access on El Camino Real a General Plan Major Arterial Street and backs up to US 101. Full urban services area available to the site. Adjacent uses to the north and south are light industrial building complexes and rural residential uses are located to the east. The project is consistent with the General Plan Land Use designation and zoning district. The proposed Negative Declaration is available for public review at 6500 Palma Avenue, Community Development Department, Room 104, from 8:00 a.m. to 5:00 .m., Monday through Friday City of Atascadero Planning Commi;,,,,o rgenda Regular Meeting August 20, 2002 Page 3 of 3 5 AMENDMENT TO CONDITIONAL USE PERMIT 99-010: SANTA ANA CELL TOWER (VERIZON WIRELESS/CROWN CASTLE) Applicant: Crown CastleNerizon Wireless Project Title: Amendment to Conditional Use Permit 99-010 Project Location: 13655 Santa Ana, Ataseadero, CA, APN 050-173-021 Project A reconsideration of Conditional Use Permit 99-010, a request to allow the replacement of a Description: microwave dish and the relocation of existing sector antenna panels at an existing cellular communications site behind the water tank at 13655 Santa Ana Road. The modifications will reduce the overall lateral projection of the sector antennas and increase the microwave dish moderately in size from 4 -feet in diameter to 6 -feet in diameter. General Plan Designation: Rural Estates. Zoning District: Rural Estates. Proposed CATEGORICAL EXEMPTION CLASS I: Environmental The project is consistent with Class I Categorical Exemptions per section 15301 of the CEQA Determination Guidelines. The Class I exemption pertains to the operation of existing structures and facilities involving negligible or no expansion of the existing use. Staff Adoption of Planning Commission Resolution 2002-0040, approving a reconsideration of Recommends: Conditional Use Permit 99-010, a request to allow the replacement of a microwave dish, and the relocation of existing antenna panels subject to findings and conditions. COMMUNITY DEVELOPMENT STAFF REPORTS COMMISSIONER COMMENTS & REPORTS ADJOURNMENT The next regular meeting of the Planning Commission will be September 3, 2002 at City Hall in the 4th Floor Rotunda, 6500 Palma Avenue, Ataseadero. Please note: Should anyone challenge in court any proposed development entitlement listed on this Agenda, that person may be limited to raising those issues addressed at the public hearing described in this notice or in written correspondence delivered to the Planning Commission at/or prior to this public hearing.
