(All items on the consent calendar are considered to be routine and non -controversial by City Staff and will
be approved by one motion if no member of the Commission or public wishes to comment or ask questions)
1. APPROVAL OF MINUTES OF THE REGULAR PLANNING COMMISSION
MEETING ON SEPTEMBER 3, 2002.

(For each of the following items, the public will be given an opportunity to speak. After a staff report, the
Chair will open the public hearing and invite the applicant or applicant's representative to make any
comments. Members of the public will be invited to provide testimony to the Commission following the
applicant. Speakers should state their name and address for the record and can address the Commission for
five minutes. After all public comments have been received, the public hearing will be closed, and the
Commission will discuss the item and take appropriate action(s).)

Project
The proposed project consists of Planned Development Zone Change with a Master Plan of Development
Description:
to allow a 16 lot single family residential subdivision with an average minimum lot size of 2.5 acres. One
of the lots will be a 5.76 -acre open space lot with an equestrian/pedestrian trail and parking area. The
project will permit the construction of 13 additional single family dwellings. The site has rolling
topography and large flat areas with numerous oak trees and native vegetation. The site is located
between the Salinas River and the Union Pacific Railroad. Access will be provided from a street
extension off of El Camino Real that will require construction of a grade separated railroad crossing. No
water or sewer services are available to the site, and the site will be served by individual wells and septic
systems. The project is consistent with the General Plan Land Use designation and requires a Planned
Development Overlay for zoning consistency. General Plan Designation: SE (Suburban Estates) Zoning
District: RS (Residential Suburban)
Proposed
PROPOSED NEGATIVE DECLARATION 2002-0030:
Environmental
Based on the findings of the initial study, the Community Development Department
Determination
recommends that the Planning Commission find that no significant harm would come to the
environment from approval of this project. The proposed Negative Declaration is available for
public review at 6500 Palma Avenue, Community Development Department, Room 104, from
8:00 a.m. to 5:00 p.m , Monday through Friday.

1. Adopt Resolution No. PC 2002-0048, recommending that the City Council certify the

2. Adopt Resolution No. PC 2002-0049, recommending that the City Council introduce an
ordinance for first reading to approve Zone Change 2002-0029; and,
3. Adopt Resolution No. PC 2002-0050 recommending that the City Council approve
Conditional Use Permit 2002-0067 for the Master Plan of Development subject to findings
and conditions of approval; and,
4. Adopt Resolution No. PC 2002-0051 recommending that the City Council approve Vesting
Tentative Tract Map 2002-0014, subject to findings and conditions of approval.

COMMUNITY DEVELOPMENT STAFF REPORTS
3. TREE REMOVAL PERMIT #2002-0019: 5250 AGUILA AVENUE LORENZEN
A request to remove thirty-one (31) native oak trees, five of which exceed 24 -inches dbh, in
conjunction with the construction of a new single family at 5250 Aguila Avenue (PPN 2002-
0065).
Staff Recommends:
The Planning Commission adopt Resolution PC 2002-0047 approving the removal of a thirty-
one (31) native oaks subject to the mitigation requirements set forth in the Atascadero Native
Tree Ordinance and specified within the project exhibits and conditions.

4. TIME EXTENSION REQUEST CUP 99-008:1690 EL CAMINO REAL
A one-year time extension request for Conditional Use Permit (CUP) 98-008, allowing the
phased construction of a 17,700 square -foot machinery manufacturing building complex at 1690
El Camino Real. The site has a general plan designation of Commercial Park (CPK) and a
Zoning District of CPK.
Staff Recommends:
The Planning Commission adopt Resolution PC 2002-0046 approving a one-year time extension
for Conditional Use Permit 98-008 allowing the construction of a 17,700 square foot machinery
manufacturing building complex specified within the project conditions and exhibits.

ADJOURNMENT
The next regular meeting of the Planning Commission will be October 2, 2002 at City Hall in the
4th Floor Rotunda, 6500 Palma Avenue, Atascadero.
Please note: Should anyone challenge in court any proposed development entitlement listed
on this Agenda, that person may be limited to raising those issues addressed at the public
hearing described in this notice or in written correspondence delivered to the Planning
Commission at/or prior to this public hearing.
