1. Citizens’ Sales Tax Oversight Committee (CSTOC) Draft Action Minutes –
December 16, 2021
▪ Recommendation: Committee approve the CSTOC Draft Action Minutes of the
December 16, 2021 CSTOC meeting. [City Clerk]

B. BUSINESS ITEMS:
1. Sales Tax Measure D-20 Update
▪ Fiscal Impact: None. Measure D-20 revenue is expected to total just under $12
million for the first three fiscal years (April 1, 2021 through June 20, 2023).
▪ Recommendation: Committee receive an oral update on the Sales Tax
Measure D-20 action items. [Citywide]

The CSTOC will adjourn to its next Regular Session on December 15, 2022.

Chairperson Jones called the meeting to order at 4:06 p.m.
ROLL CALL:

Zappas, Vice Chairperson Auslen and Chairperson Jones
Absent: Committee Members Giessinger & Weit
Vacancies: One
Staff Present: By Teleconference – Administrative Services Director Jeri Rangel,
Public Works Director Nick DeBar and Deputy City Clerk Amanda

MOTION: By Committee Member Villa and seconded by Committee Member
Beraud to approve the agenda.
Motion passed 6:0 by a voice vote. (Giessinger & Weit absent,

1. Citizens’ Sales Tax Oversight Committee (CSTOC) Draft Regular and Special
Meeting Action Minutes - July 15, 2021
▪ Recommendation: Committee approve the July 15, 2021 Draft CSTOC Regular
Meeting Minutes and the January 15, 2021 Draft CSTOC Special Joint Meeting
Minutes. [City Clerk]
2. Amend Bylaws and Rules of Procedure for the Citizens’ Sales Tax Oversight
Committee
▪ Fiscal Impact: None.
▪ Recommendation: Committee adopt amended Bylaws and Rules of Procedure
for the Citizens’ Sales Tax Oversight Committee to include review of Measure
D-20 annual expenditures, as part of an annual report, along with the City’s
annual audit, at a joint meeting of the Finance Committee and Citizens Sales
Tax Oversight Committee (CSTOC). [City Clerk]
MOTION: By Committee Member Villa and seconded by Vice Chairperson
Auslen to:
1. Approve the July 15, 2021 Draft CSTOC Regular Meeting
Minutes and the January 15, 2021 Draft CSTOC Special Joint
Meeting Minutes.
2. Adopt amended Bylaws and Rules of Procedure for the
Citizens’ Sales Tax Oversight Committee to include review of
Measure D-20 annual expenditures, as part of an annual report,
along with the City’s annual audit, at a joint meeting of the
Finance Committee and Citizens Sales Tax Oversight
Committee (CSTOC).
Motion passed 6:0 by a voice vote. (Giessinger & Weit absent,
1 vacancy)
Board Member Giessinger connected to the meeting (off camera) at 4:20 p.m., but was
unable to communicate through the audio connection.

1. Approval of Fiscal Year 2021 Annual Road Report

▪ Recommendation: Committee approve the Fiscal Year 2021 Annual Road

Administrative Services Director Rangel gave the presentation and answered questions
from the Committee.
PUBLIC COMMENT:
The following citizens spoke on this item: None.
MOTION: By Committee Member Villa and seconded by Committee Member
Elliot to approve the Fiscal Year 2021 Annual Road Report.
Motion passed 6:0 by a voice vote. (Weit absent, 1 vacancy, Giessinger
unable to vote*)
*Committee Member Giessinger was connected to the meeting, but off camera and unable to use
audio to voice a vote.
2. 2021 Community Road Report
▪ Fiscal Impact: Distribution of the 2021 Community Road Report is estimated to
cost approximately $4,000 to $5,000 in budgeted General Funds – not Measure
F-14 Funds.
▪ Recommendation: Committee review and endorse the 2021 Community Road
Report. [Public Works]
Public Works Director DeBar also gave the presentation and answered questions from
the Committee.
Committee Member Beraud noted a typographical error on the Community Road Report;
Laurel Road was incorrectly listed as Laurel Lane.

MOTION: By Committee Member Villa and seconded by Committee Member
Zappas to endorse the 2021 Community Road Report.
Motion passed 6:0 by a voice vote. (Weit absent, 1 vacancy, Giessinger
unable to vote*)
