Marketing Consultant Ashlee Akers clarified that, while Verdin is marketing the City in
specific media markets throughout the State, they are not further targeting this marketing to
focus on certain demographic groups to the exclusion of others, a concern that was
expressed during public comment.
The Marketing Plan Summary and Quarterly Marketing Report Update
were received and filed.
2. Marketing Services Contract Renewal
▪ Recommendation: Review proposed marketing plan and provide staff direction for
the one-year contract extension (2 out of 4 one-year extensions) of the Verdin
Marketing Services for the 2022/2023 fiscal year. [Verdin]
▪ Fiscal Impact: $206,000.
Marketing Consultant Ashlee Akers gave the presentation and answered questions from the
Board.

1. Visit SLO CAL Updates (Note: Marketing Committee meets every other month, next
meeting in May) – Melissa Murray reported that web based, customer service training
will be available this summer, called “SLO CAL Welcome” & Destination Management
information available in August.
2. Marketing Update – Verdin Marketing – report was done under Update #1, this item
will be eliminated on future agendas since included under Visit SLO CAL updates.
3. City Business & Administrative Update – City Manager’s Office. Banish reported TBID
Board Term renewals will be brought to City Council on May 24; TBID Annual
Assessment will be a consent item for City Council meeting on 5.24 and will go to a
Public Hearing on 6.14.22.

Staff Report
Election of Chairperson and Vice Chairperson for the
Atascadero Tourism Business Improvement District
(ATBID) Advisory Board for the 22/23 Fiscal Year Term
RECOMMENDATION:
ATBID Board elect one member to serve as Chairperson and one member to serve as
Vice Chairperson for the ATBID Advisory Board for the 22/23 Fiscal Year Term.
DISCUSSION:
The ATBID Chairperson facilitates ATBID Board meetings and is expected to be prepared
and knowledgeable about items on the agenda, vendors, and Board policies and
procedures. Additionally, the ATBID Chairperson should be aware of the legalities and
practices regarding public advisory boards.
The Vice Chairperson is expected to act as ATBID Chairperson in case of absence.
Board Member Patricia Harden has served as the Chairperson for the ATBID Board for
the previous term. Board Member Corina Ketchum has served as the Vice Chairperson
for the ATBID Board for the previous term.

Staff Report
Atascadero Equity Mural Project Update &
Sponsorship Request
RECOMMENDATION:
Review current mural project and provide staff direction regarding an additional mural
sponsorship in Downtown Atascadero.
DISCUSSION:
SLO County Arts has implemented the Equality Mural Art Project in Atascadero, a public
arts project dedicated to adding 10 murals in downtown Atascadero depicting equality in
many different aspects. The goal of this project is to initiate positive identity connotations
and represent aspects of equality in the community while beautifying commercial spaces
and bringing visitors and locals to the area.
This presentation will showcase the newest murals that have been added since august
2021. Currently, there are 6 out of 10 murals completed. An oral presentation follows
discussing the four murals that have been completed and discussion around the Mural
Map walking trail. The mural project is inclusive for community members wishing to
participate in painting.
To help continue the mural project, SLO County Arts is looking for a sponsor to cover the
cost of another mural at $5,000 for the artist.

Gratitude for Ongoing Support
The Equality Mural Project has been well received in the community and
is supporting a strong sense of place in Downtown Atascadero. Thank

bodies of water, which play roles in each of our lives in a unique but
interconnected way.”

“This design started with a quote that
spoke to me. It’s spoken to many since the
words were written by Gil Scott-Heron in his
incendiary 1971 song “The Revolution Will
Not Be Televised”. Activists have been using
his words on their protest signs ever since.
The song was an anthem for a
revolutionary era and has been hailed as
one of the top 20 songs of political history. It
spoke to me, as a person living in an
amazing time of upheaval and as an artist,
about the nature of the media on our lives.
The song is a call to action - telling us we
need to be in the streets to be a part of
what we believe in instead of watching ‘the
revolution’ on tv from our couches.”

RECOMMENDATION:
ATBID Board discuss and provide staff direction from the Brand Refresh discussion regarding
for Visit Atascadero.
DISCUSSION:
Verdin will lead us through the brand refresh discussion and presentation for Visit Atascadero. In
this session, we will review materials and discuss what has worked with the current brand and
where the opportunities are so we can strategize the next creative step for the brand. We will
facilitate an interactive activity called a brand deck exercise that will help determine where we
want to go with the brand and define the next phase of our brand personality.

DISCUSSION:
The ATBID summary and expenditure report shows the expenditures that have been
submitted through April 2022. The FY 2021-22 report has not been finalized and will
continue to be updated as the City is on an accrual basis. The ATBID/Verdin Marketing
Expenditure Report shows the expense detail summary for the marketing area. In
addition, the Tourism TOT Report is included showing the TOT revenues to date.
