HomeMy WebLinkAboutResolution 20-95 RESOLUTION NO. 20-95 A JOINT RESOLUTION OF THE CITY COUNCILS OF THE CITIES OF ATASCADERO AND EL PASO DE ROBLES, THE BOARD OF DIRECTORS OF THE TEMPLETON COMMUNITY SERVICES DISTRICT AND THE SAN LUIS OBISPO COUNTY SUPERVISORS OF DISTRICTS 1 & 5 ESTABLISHING THE NORTH COUNTY COUNCIL AND ADOPTING IT'S BY-LAWS WHEREAS, a joint resolution of intent to pursue the formation of a North County organization to advise county, state and federal governments and regulatory agencies regarding issues of common interest in North San Luis Obispo County was adopted in September 6 and 13, 1994, respectively, the City Councils of the Cities of EI Paso de Robles and Atascadero; and WHEREAS, on November 21, 1994, a meeting of the Joint North County Steering Committee was held including representatives from the City Councils of the cities of Atascadero and EI Paso de Robles, the Board of Directors of the Templeton Community Services District and San Luis Obispo County Supervisors of Districts 1 and 5. The Steering Committee agreed to recommend the creation of the North County Council and formulated By-Laws outlining purpose and membership. WHEREAS, the City Councils of the cities of Atascadero and EI Paso de Robles, the Board of Directors of the Templeton Community Services District and San Luis Obispo County Supervisors of Districts 1 and 5 met on January 31 , 1995 to discuss the recommendations of the Joint North County Steering Committee. NOW, THEREFORE BE IT RESOLVED, by the City Councils of the cities of Atascadero and EI Paso de Robles, the Board of Directors of the Templeton Community Services District and San Luis Obispo County Supervisors of Districts 1 and 5 as follows: SECTION 1 . The North County Council is hereby established. SECTION 2. By-Laws, including purpose and membership for the North County Council, as set forth in the attached Exhibit "A", are hereby adopted. SECTION 3. Specific appointments to the North County Council will formally be made as set forth in Article IV, Section 1 of the By-Laws. VITT SAN LUIS OBISPO COUNTY SUPERVISOR (District #5) By: y DAVID BLAKELY JOINT RESOLUTION NO. 20-95 EXHIBIT "A" Page 1 of 2 NORTH COUNTY COUNCIL Article I Name of Organization Section 1 : The name of this organization shall be the North County Council. Article II Form of Organization Section 2: The North County Council is formulated to give advice to local, county, state, and federal governmental and regulatory agencies on concerns of common interest to the North County. Article III Purposes of the North County Council The North County Council has as its purposes the following: Section 1 : To develop and maintain involvement for furthering sound planning and development in the North County area. Section 2: To foster a comprehensive program of development aimed at providing the maximum of public input and consensus on planning issues in the northern area of San Luis Obispo County. Section 3: To represent views in matters historically identified with sound development including, but not restricted to, land uses, public services, circulation, public improvements, economic development and other aspects of community growth with respect to regulatory concerns. Section 4: To hold public hearing(s), conduct studies and make recommendations to the responsible agencies and also to report to said agencies on matters, issues, projects and programs that affect the North County. JOINT RESOLUTION NO. 20-95 EXHIBIT "A" Page 2 of 2 IV Membership Section 1 : Membership on the North County Council shall consist of representatives from each city council, multi-functional community services districts, advisory groups and county representatives. Voting members shall be represented on an executive committee consisting of two (2) representatives each from the cities of Atascadero and Paso Robles and from the Templeton Community Services District. Two (2) representatives shall be selected, by the two board of supervisors whose districts lie within what is generally referenced as the North County, from either an elected advisory committee and/or multi- functional community services district.
