City Council Closed Session: Immediately following Regular Session REGULAR SESSION — CALL TO ORDER: 6:00 P.M. Mayor Moreno called the meeting to order at 6:01 p.m. and Mayor Pro Tem Newsom led the Pledge of Allegiance. Approve this agenda; and, 2. Waive the reading in full of all ordinances appearing on this agenda, and the titles of the ordinances will be read aloud by Atascadero City Council January 25, 2022 Page 1 of 5 the City Clerk at the first reading, after the motion and before the City Council votes. Motion passed 5:0 by a roll -call vote. CLOSED SESSION – REPORT (IF ANY) a. January 11, 2022 City Attorney Pierik reported there was no reportable action. PRESENTATIONS: None. A. CONSENT CALENDAR: 1. City Council Draft Action Minutes – January 11, 2022 • Recommendation: Council approve the January 11, 2022 Draft City Council Regular Meeting Minutes. [City Clerk] 2. December 2021 Accounts Payable and Payroll • Fiscal Impact: $3,783,926.36 • Recommendation: Council approve certified City accounts payable, payroll and payroll vendor checks for December 2021. [Administrative Services] 3. September 2021 Investment Report — • Fiscal Impact: None. • Recommendation: Council receive and file the City Treasurer's report for quarter ending September 30, 2021. [City Treasurer] MOTION: By Council Member Bourbeau and seconded by Council Member Funk to approve the Consent Calendar. Motion passed 5:0 by a roll -call vote. UPDATES FROM THE CITY MANAGER: City Manager Rickard gave an update on projects and events within the City. COMMUNITY FORUM: The following citizens spoke by telephone or through the webinar on this item: None. Mayor Moreno closed the COMMUNITY FORUM period. B. PUBLIC HEARINGS: 1. Ratification of Approval of Hazardous Tree Removal _ • Fiscal Impact: None. • Recommendation: Council adopt Draft Resolution ratifying staffs approval of the removal of one, 55 -inch DBH, hazardous Heritage Coast Live Oak Atascadero City Council January 25, 2022 Page 2 of 5 previously located at 5955 East Mall, subject to conditions of approval and mitigation, including replanting on site. [Community Development] Mayor Moreno noted that staff received a request from the property owner to continue to item to February 22, 2022. PUBLIC COMMENT: The following citizens spoke by telephone or through the webinar on this item: None. MOTION: By Council Member Bourbeau and seconded by Mayor Pro Tem Newsom to continue the item to February 22, 2022. Motion passed 5:0 by a roll -call vote. C. MANAGEMENT REPORTS: 1. Fiscal Year 2020-2021 Audit • Fiscal Impact: None. • Recommendation: Council review and accept the financial audit for the period ended June 30, 2021. [Administrative Services] Administrative Services Director Rangel gave the staff report and answered questions from the Council. PUBLIC COMMENT: The following citizens spoke by telephone or through the webinar on this item: Adam Guise, Moss, Levy & Hartzheim (City auditor) Mayor Moreno closed the Public Comment period. MOTION: By Council Member Bourbeau and seconded by Council Member Funk to accept the financial audit for the period ended June 30, 2021. Motion passed 5:0 by a roll -call vote. 2. Staffina for Adeauate Fire and Emeraencv Response (SAFER) Grant • Fiscal Impact: There is no fiscal impact in applying for the SAFER grant. If awarded the City would receive funding for three firefighters for three years at an estimated $1.5 million. • Recommendation: Council authorize the Fire Chief to apply for and City Manager to execute a grant contract for a SAFER grant that would reimburse the City for the cost of three additional firefighters for three years. Atascadero City Council January 25, 2022 Page 3 of 5 MOTION: By Council Member Bourbeau and seconded by Mayor Pro Tem Newsom to authorize the Fire Chief to apply for and City Manager to execute a grant contract for a SAFER grant that would reimburse — the City for the cost of three additional firefighters for three years. Motion passed 5:0 by a roll -call vote. D.
