This option can bring new jobs and the potential to take advantage of grants available through state and federal programs offered to communities shifting to renewable resources. I grew up in SLO and never thought I would say that Atascadero was getting to be a cool place to live, but you have made changes to make it that. Thank you for your hard work. Our Chamber supports this move as it aligns with OUR vision in serving as a champion for a stronger business community and furthering solutions that support healthy economic growth and community resiliency. Because this program will allow residents and businesses to access carbon free energy, it will enable us to be part of a climate solution at an individual, community, and regional level. Our Chamber met with representatives from 3CE, solar, and regional Chamber CEO’s to learn the benefits of community choice aggregations and would like to share the following information that helped inform our decision on behalf of our business and residential community. Business and Residential Benefits Benefit of 3CE:  Competition – We believe competition is good for consumers. This will hopefully result in lower pricing eventually or possibly lower inflation rates in energy costs. Since beginning operations in 2018, 3CE has saved customers an estimated $17.2M vs. the incumbent provider. We understand that lower prices aren’t guaranteed but feel it’s important to have choice.  Revenue reinvestment – As a non-profit energy provider, we have learned that 3CE has allocated $26M in revenue toward energy programs (incentives, rebates, and grants) giving customers resources such as: o Up to $4,000 in electric vehicle rebates o Up to 50% of the cost to purchase electric tractors o Up to $200,000 for electric school buses o Over $7 million secured to support the installation of electric vehicle charging stations  Critical Services Resiliency – 3CE representatives have communicated that the City’s membership would unlock access to $25M in direct, low- cost funding to create back-up energy resources, providing energy to police, fire, and emergency services when they need it most.  Economic Development – 3CE has contracted over $1.1 billion in renewable energy and battery storage projects, including a 100- megawatt battery storage effort.  Clean and Renewable Energy – By 2025, 3CE customers will receive 60% clean and renewable energy. Reaching sustainability goals has never been easier. Local solar companies are excited about this goal as it is more aggressive than the current provider.  Incentives - 3CE has proven that they can and will put incentive programs together for their customers. Currently at least one local solar company participates in an EV program where customers get ~ 90% off the installation of an EV charger at their home or business. In Morro Bay, commercial development projects are taking advantage of 3CE grants to install EV. As of last week, 3CE has created a program for SLO residents to receive $500 towards the purchase of an e-bike. These programs could possibly be replicated in Atascadero.  Opt-Out – Businesses and residents can opt-out of the program if they do not feel the program is beneficial to them. However, 3CE reports that 94% of eligible customers choose to retain services. As you are aware, Atascadero is the only city in the tri-county area (Monterey, Santa Barbara, San Luis Obispo) that is not currently a member of a Community Choice Aggregation (CCA) or joint powers agency. Our community needs every competitive advantage as we try and attract private investment and grow our economic base. Offering a choice of energy providers would make our community more appealing when investors are conducting their due diligence. Should the Council move forward with 3CE, the Chamber will be here to support the city in any marketing efforts to ensure customers are educated and aware of the choices they have regarding 3CE or PG&E. Atascadero is the only city in San Luis Obispo County that does not offer its residents a CCA program, and we should join with all of the other communities in our County! CCA allows city and county governments to pool the electricity demands for their communities for the purpose of supplying energy. In SLO County, the CCA energy supplier is Central Coast Community Energy (3CE), and we VOTE for the Atascadero City Council to join 3CE. We support ALL of the benefits provided! I am a local business owner in Paso Robles. The Paso Robles City Council voted to go with the community choice energy program. Being aware and active in my local political environment, I had the knowledge to opt out of the program for my local Home Construction business. Other local businesses in the City were not so fortunate. Though the agreed upon outreach was performed by the company, many local businesses and residents were unaware of the opt out process and missed their opportunity to opt out. The education and awareness of cities in implementing this program is not robust enough for the average citizen to make a timely and informed decision. I hope the City of Atascadero remains with it's current energy provider. I will be following along tonight to see what the final vote is. CCCE membership gives residences and businesses options that were not accessible before, such as more competitive rate options, cleaner energy, as well as access to robust location-based community energy programs. As a city, Atascadero would acquire a co- seat with Paso Robles on the CCCE’s policy board, giving our community a much greater voice in the changing energy transition than we currently have with PG&E. Central Coast Community Energy is a community-owned public agency that sources competitively priced electricity from clean and renewable energy resources. CCCE is locally controlled and governed by board members who represent each community served by the agency. CCCE, as a non-profit, reinvests in the member communities all excess revenue through innovative energy programs that help keep electricity rates affordable for customers, lower greenhouse gas emissions, and overall stimulate local economic development. PG&E as an investor-owned utility distributes a substantial portion of this excess revenue as dividends to shareholders, most of which are not located on the Central Coast. CCCE serves more than 400,000 customers throughout the Central Coast, including residential, commercial, and agricultural customers in Monterey, San Benito, San Luis Obispo, Santa Barbara, and Santa Cruz counties. Atascadero is currently the only major city in San Luis Obispo county that is not a member of this not-for-profit clean energy choice program. Our family hopes that our beautiful city becomes a member of CCCE to ensure we residents have access to their programs and incentives and our city has a choice in the ongoing discussion around energy. I have made personal choices to help reduce carbon emissions based on my purchasing behaviors. However, I do not think that community choice energy is the best fit for me or Atascadero. I did my research with my current utility provider. If I choose, I can opt into a solar program where I chose a percentage of my energy consumption to be converted with solar credits at a small fee. My personal choices and independent freedoms should not impact the choices of those around me. Forcing others to opt out of a program instead of giving them a choice to opt in limits the freedom of the purchase power for others around me, especially when there is not a guarantee of savings to the people making the payments. I also take issue with the structure of the governing with this organization. There are two boards and a council. Our city representatives get half a vote with the policy board and operations board. This means we rotate representatives with the city of Paso Robles. How do we make sure our voice is heard? What I find really hard to swallow is how much this looks like a middle man to our energy payment as well as an additional layer of government. This is an election year with another one coming up in just two short years for the rest of the council. I am paying attention to how my representatives vote in meetings. My votes in November 2022 and November 2024 will be guided by your votes tonight. Unless I read the agenda packet incorrectly, we are only assuming that there will be savings, but there is no guarantee. I moved here nearly three years ago to be near my children and grandchildren, who live here in Atascadero. That being said, I am puzzled as to why you are again revisiting (albeit renaming) “3CE” (which used to be called Monterey Power). It has been discussed extensively, and the Council, in my opinion, made the right initial decision to stick with PG&E (who is continuing to pursue their green energy sources). Change simply for the sake of change is not a healthy or productive avenue by which to advance this city. Please continue to listen to the people and not the special interests and stay with PG&E.. There is a lot of other work to be done that could use your attention instead. I previously spoke to the Atascadero Council a few years ago about joining MBCP now Central Coast Community Energy. I was disappointed for the residents of Atascadero when the council declined to not even study joining. With 20/20 hindsight everyone can see that was a poor decision. 3CE has continued to be financially stable and was even able to provide relief to their customers during covid. Their cost of electricity continues to be lower than PG&E’s plus customers are eligible for rebates for purchasing EV’s, Fast Charger’s, E Bikes and more. This year the city is missing out on sharing over 7 million dollars being allocated to initiatives at member agencies like the other cities in the county. With a big increase in PG&E rates coming this year, 3CE will be able to provide significant savings in particular for commercial and agricultural customers. I encourage the council to do the right thing for the residents and businesses in Atascadero and provide them the opportunity to save on their electricity bills. Thank you. John Smigelski
