Chairperson Jones called the meeting to order at 4:00 p.m.
ROLL CALL:
Present: By Teleconference - Committee Members Auslen, Beraud, Elliot,
Villa, Zappas and Chairperson Jones
Absent: Committee Member Giessinger
Vacancies: Two
Staff Present: By Teleconference — Administrative Services Director Jeri Rangel,
Public Works Director Nick DeBar, Deputy City Manager/City Clerk
Christensen and Deputy City Clerk Amanda Muther

MOTION: By Committee Member Beraud and seconded by Committee
Member Auslen to approve the agenda.
Motion passed 6:0 by a voice vote. (Giessinger absent, 2 vacancies)

PRESENTATION:
1. Brief Overview of the CSTOC for New Members
Public Works Director DeBar gave a brief presentation and answered questions from the
Committee.
Chairperson Jones recessed the CSTOC Regular Meeting at 4:13 p.m.
Chairperson Jones reconvened the meeting at 5:00 p.m. with all present.
A. CONSENT CALENDAR:
1. Citizens' Sales Tax Oversight Committee (CSTOC) Draft Action Minutes -
December 10, 2020
• Recommendation: Committee approve the CSTOC Draft Action Minutes of the
December 10, 2020 CSTOC meeting. [City Clerk]
MOTION: By Committee Member Villa and seconded by Chairperson Jones
to approve the CSTOC Draft Action Minutes of the December 10,
2020 CSTOC meeting.
Motion passed 6:0 by a voice vote (Giessinger absent, 2 vacancies)

1. Election of Chairperson and Vice Chairperson for the Atascadero Citizens'
Sales Tax Oversight Committee
MOTION: By Committee Member Auslen and seconded by Committee
Member Villa to elect Committee Member Jones as the CSTOC
Chairperson.
Motion passed 6:0 by a voice vote (Giessinger absent, 2 vacancies)
MOTION: By Committee Member Villa and seconded by Committee Member
Elliot to elect Committee Member Auslen as the CSTOC Vice
Chairperson.
Motion passed 6:0 by a voice vote (Giessinger absent, 2 vacancies)
