RESOLUTION OF THE CITY OF ATASCADERO ADOPTING
THE SOURCE REDUCTION AND RECYCLING ELEMENT
WHEREAS, the Atascadero City Council is committed to providing City
residents and businesses with methods for reducing, reusing, recycling and
composting discarded materials; and
WHEREAS, the Atascadero City Council is dedicated to providing programs that
are safe, efficient, cost effective and environmentally sound; and
WHEREAS, the Atascadero City Council recognizes that proper collection and
processing of community generated resources provides opportunities for long term
local economic benefit; and
WHEREAS, it is a priority for the Atascadero City Council to develop programs
and facilities that strengthen local economic opportunities for City residents; and
WHEREAS, the Atascadero City Council intends to work with neighboring
communities to provide cost effective and productive regional programs and facilities;
and
WHEREAS,the California Integrated Waste Management Act of 1989 mandates
adoption and implementation of a Source Reduction and Recycling Element and the
reduction of landfilled waste by 25% by 1995 and 50% by 2000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Atascadero as follows:
1 . That the City Council does hereby adopt the June 1994 Source Reduction
and Recycling Element as produced by the Solid Waste Task Force and
approved by the San Luis Obispo council of Governments, attached hereto
as Exhibit "A", and incorporated herein.
2. That the City Council makes all the findings set forth in Exhibit "B" attached
hereto and incorporated by reference.

On motion by Councilmember Carden, seconded by Councilmember Highland,
the foregoing resolution is hereby adopted in its entirety on the following roll call vote:
AYES: Councilmembers Carden, Highland,Johnson, Luna and Mayor Bewley

ABSENT: None

EXHIBIT "B"
The Atascadero City Council finds that:
1 . The EIR has been completed in compliance with CEQA.
2. The certified EIR was presented to the Atascadero City Council and was
considered prior to Council approval of the Source Reduction and Recycling
Element and the Household Hazardous Waste Element.
3. Specific solid waste management program changes or alterations are required
that avoid or substantially lessen the significant environmental effect of the
project as identified in the EIR.
4. The proposed programs and facilities proposed in the plans will facilitate the
proper handling and disposal of waste materials, recyclables, and household
hazardous waste.
5. The implementation of the proposed mitigation measures where and when
individual projects or programs are initiated will avoid or mitigate potential
negative environmental impacts.
6. The SRRE and HHWE include extensive listings of potential programs that may
be needed to accomplish State-mandated waste reduction goals. However,
only those programs that are necessary to meet the goals are likely to occur.
Thus, the EIR addresses a broad range of possibilities that will probably far
exceed the actual degree of program implementation that will be occurring.
