(The Public Financing Authority (PFA) is a public corporation empowered to borrow
money and issue bonds. The City of Atascadero formed the PFA in 2004 to assist in
raising capital for essential public projects.)

Chairperson Moreno called the meeting to order at 8:49 p.m.
ROLL CALL:
Present: By Teleconference — Board Members Bourbeau, Dariz, Funk, Vice
Chairperson Newsom and Chairperson Moreno
Absent: None
Staff Present: By Teleconference — City Manager Rachelle Rickard, Police Chief
Bob Masterson, Fire Chief Casey Bryson, Administrative Services
Director Jeri Rangel, Public Works Director Nick DeBar, Community
Development Director Phil Dunsmore, City Attorney Brian Pierik,
Deputy City Manager/City Clerk Lara Christensen, and IT Manager

APPROVAL OF AGENDA:
MOTION: By Vice Chair Newsom and seconded by Board Member
Bourbeau to approve the agenda.
