Chairman Bentz called the meeting to order at 7:02 p.m. and Commissioner O'Malley led the
Pledge of Allegiance.

The proposed project consists of Planned Development Zone Change with a Master Plan of
Description:
Development to allow a 16 lot single family residential subdivision with an average minimum
lot size of 2.5 acres. One of the lots will be a 5.76 -acre open space lot with an
equestrian/pedestrian trail and parking area. The project will permit the construction of 13
additional single family dwellings. The site has rolling topography and large flat areas with
numerous oak trees and native vegetation. The site is located between the Salinas River and the
Union Pacific Railroad. Access will be provided from a street extension off of El Camino Real
that will require construction of a grade separated railroad crossing. No water or sewer services

are available to the site, and the site will be served by individual wells and septic systems. The

Based on the findings of the initial study, the Community Development Department

8:00 a.m. to 5:00 .m., Monday through Friday
4. CONDITIONAL USE PERMIT 2002-0066 / TENTATIVE TRACT MAP 2002-0017

The proposed project consists of Conditional Use Permit for a Master Planned 10 lot light industrial

subdivision with a Tentative Tract Map. The project will permit the construction of up to ten industrial
buildings totaling 33,000 square feet. The lot is a fallow pasture with two dilapidated houses and has
slopes below 10% with several non-native trees. The site has frontage access on El Camino Real a
General Plan Major Arterial Street and backs up to US 101. Full urban services area available to the site.
Adjacent uses to the north and south are light industrial building complexes and rural residential uses are
located to the east. The project is consistent with the General Plan Land Use designation and zoning
district. General Plan Designation: Commercial Park (CPK) Zoning District: Commercial Park (CPK)

Community Development Director Warren Frace provided the staff report and answered
questions of the Commission.
PUBLIC COMMENT
Russ Thompson, R. Thompson Consulting, applicant's representative, requested the following
revisions to the conditions for this project: 1) Project Conditions, item 7.a) — Revised to read
"Native oak trees and shrubs to be planted along the fence line within or adiacent to the Caltrans
right-of-way," and 2) City Engineer, item 27. — Elimination of the requirement for approval by
Atascadero Waste Alternatives, and 3) Tentative Tract Map, item 19 - Elimination of the
requirement for approval by Atascadero Waste Alternatives.
Vice Chairman Fonzi asked if the retaining walls would be constructed out of material similar to
that used in the buildings. Mr. Thompson stated that this was possible.
Vice Chairman Fonzi inquired if a color had been considered for the roll up door. Mr.
Thompson indicated that the owner would be agreeable to a color that would work with the color
palette of the buildings.
Lee Gustafson, Templeton, asked if the 10 lots were of equal size and if the buildings also would
be of equal size. Additionally, he inquired if each building were for single usage or if multiple
tenants would be permitted in each building. Director Frace responded that the average lot size
is one-quarter acre (12,000 square feet), and the total of all buildings is 33,000 square feet,
therefore approximately 3,000 square feet average per building. The buildings could be created
into sub -lease areas, suites or condos at the discretion of the owner, as all are permitted under the
CPK Zone.
Chairman Bentz closed the Public Comment period.
Vice Chairman Fonzi requested an amendment to Conditions of Approval, Building Services
Conditions item 24. to read that the retaining walls would be made of a material compatible to
the buildings.
MOTION: By Commissioner Kelley and seconded by Vice Chairman Fonzi to adopt
Planning Commission Resolution 2002-0042 approving Conditional Use Permit
2001-0066, thereby approving a ten unit industrial park of 33,000 square feet with
minimum lot sizes below two acres subject to findings and conditions with the
addition of the following conditions:
1. Provision of an access easement for private water service on Lots 5 and 6, and
2. A water easement to the Atascadero Mutual Water Company be recorded
across the new street.
And with the following revisions to the Conditions of Approval:

1. 7.a) to read: Native oak trees and shrubs shall be planted along the fence line
within or adjacent to the Caltrans right-of-way. The applicant shall receive
the proper permits from Caltrans prior to installing the plant material.
2. 24. to read: On-site retaining walls are to be designed by a registered Civil
Engineer or Architect and be of compatible material to the buildin ~. Wall
designs shall address specific site conditions. Provide calculations and
detailing of each and every wall configuration proposed. Consider any
surcharge loads, such as those due to sloping backfill or buildings.
3. 27. to read: The location and placement of solid waste containers shall be
approved by Atascadero Waste Alternatives. All solid waste containers will

Planning Commission Resolution 2002-0043 approving Tentative Tract Map
2001-0017, thereby approving a 10 -lot subdivision consistent with CUP 2002-
0066 subject to findings and conditions with the following revision to the
Conditions of Approval:
1. Condition 19. to read: The location and placement of solid waste containers
shall be approved by Atascadero Waste Alternatives. All solid waste
containers will be stored in enclosures approved by the Community

5. AMENDMENT TO CONDITIONAL USE PERMIT 99-010: SANTA ANA CELL
TOWER VERIZON WIRELESS/CROWN CASTLE

A reconsideration of Conditional Use Permit 99-010, a request to allow the replacement of a

microwave dish and the relocation of existing sector antenna panels at an existing cellular
communications site behind the water tank at 13655 Santa Ana Road. The modifications will
reduce the overall lateral projection of the sector antennas and increase the microwave dish
moderately in size from 4 -feet in diameter to 6 -feet in diameter. General Plan Designation:
Rural Estates. Zoning District: Rural Estates.

CATEGORICAL EXEMPTION CLASS I:
Environmental
The project is consistent with Class I Categorical Exemptions per section 15301 of the CEQA
Determination
Guidelines. The Class I exemption pertains to the operation of existing structures and facilities
involving negligible or no expansion of the existing use.
Staff
Adoption of Planning Commission Resolution 2002-0040, approving a reconsideration of
Recommends:
Conditional Use Permit 99-010, a request to allow the replacement of a microwave dish, and
the relocation of existing antenna panels subject to findings and conditions.
Assistant Planner Glenn Rider provided the staff report.
PUBLIC COMMENT
Clarence Chavis, property specialist for Crown Castle International and applicant's
representative, briefly outlined the request by Crown Castle/Verizon Wireless: 1) Increase the
size of the existing microwave dish by removing the four -foot dish and replacing it with a six-
foot dish at the same height, and 2) Reduce the amount of antennas on the facility by replacing
them with two, three per sector flush mount antennas. Mr. Chavis answered questions of the
Commission.
Vice Chairman Fonzi asked Mr. Chavis for his assurance that the service increase/improvement
would be worth the visual impact created by the new dish. Mr. Chavis stated that this change
would definitely improve customer service.
Chairman Bentz closed the Public Comment period.
MOTION: By Commissioner Kelley and seconded by Commissioner Eddings to adopt
Resolution No. PC 2002-0040, thereby finding that the project is exempt from
CEQA under Class 1 Categorical Exemptions (minor additions to existing
facilities); and, approving the reconsideration of Conditional Use Permit 99-010,
based on findings and subject to conditions.

COMMUNITY DEVELOPMENT STAFF REPORTS
Community Development Director Warren Frace announced that the Community Development
Department front counter is closed this week while remodeling is being done on the entire
Department. The Department is still open for building inspections, however they are not
accepting permits this week. Once the Department reopens there will be a new and improved
system along with the new counter in the elevator lobby. Regarding the General Plan, a lawsuit
has been filed, however at this point the new General Plan is in effect as there have been no
decisions that would put a hold on it at this point. Projects consistent with the new General Plan
are moving forward.

Chairman Bentz adjourned the meeting at 7:40 p.m. to the next regularly scheduled meeting on
September 3, 2002.
