I own a home on Via Colonia Court, part of "The Colony at Apple Valley" in Atascadero. I am
concerned about the proposed dog kennel right behind a residential housing development. I am
concerned about the noise.
I understand the need for a kennel, but am hopeful that a less residential area can be selected.

The Woods Humane Shelter on 2300 Ramona Rd. Atascadero has always sheltered cats. This property/facility
borders the residential properties of the Apple Colony neighborhood. Housing cats is not a problem as they are quiet.
Their proposal to build a large facility on that property to house dogs is very problematic. As a homeowner whose
property borders theirs, I strongly object to their proposal. Barking and howling dogs would be totally unacceptable. It
would destroy the peace and quiet of our living environment, not to mention the negative impact on our property
values. I hope that it is obviously clear that this would not be a satisfactory fit for a residential neighborhood. I
respectfully and emphatically request that this objectionable application be rejected. Such a facility proposed as this
obviously belongs on a property outside of a residential neighborhood.
Thanks for your consideration and understanding of how this would negatively impact the residents here. Surely you
would object to a dog shelter/kennel next to your homes.

My name is Ryan Erbstoesser and I live at i the Apple Valley Neighborhood off Del Rio Road.
There is a current review in process for the DRC about a WOODS HUMANE SOCIETY EXPANSION AT 2300 RAMONA
ROAD.
I am completely against this project.

Bringing in a dog kennel will introduce endless barking and noise from the dogs.
The current cat shelter has been there, but obviously cats are much quieter than dogs.
The current community dog shelter, such as the county shelter off HWY 1 by Cuesta college, is a perfect example of a
perfect location for a dog shelter. This is out far away from residences.
This HWY 1 shelter has been a great example of success, due to the location not infringing on regular residential homes.
The people who live in the Apple Valley neighborhood back up to the new proposed location and will be directly affected
by barking dogs.
The residents of Apple Valley have spent considerable money to live in these houses and work hard everyday to pay
their mortgage.
They purchased these homes in this area with no noise pollution from a dog shelter.
Now is not the time to ruin this purchase and introduce a dog shelter.
Dog shelters are a great asset to the community. I can understand the need and desire. They just need to be in a specific
planned area that will not affect residential homes.
Make the right decision for these residences as the DRC. I can't imagine anyone on the DRC would like a dog shelter in
their backyard. So do not approve this for the citizens you represent in the Apple Valley Neighborhood.
Atascadero is an upcoming and growing community, it would be encouraging to see it properly planned and executed to
the benefit of those who pay large property taxes and invested in living in this town.
I am expressing my dissatisfaction and my opposition of this location of 2300 RAMONA ROAD for the introduction of a
dog shelter.

Members of the Design Review Committee:
I live at , within the Colony at Apple Valley with my husband and two young children. I would like to
formally voice our opposition to the expansion of the Woods Humane Society Shelter, and request the DRC reject the
proposal from Woods Humane Society.
We are worried that a dog shelter will create an unnecessary nuisance with the facility being so close to our
neighborhood. The peace and quiet of Apple Valley is essential for me to work from home. We do not wish to have
outside disturbances from the proposed expansion, and I worry that it could severely impact us.
Secondly, the negative impact on our home value is concerning. Logically, a dog shelter next to a young neighborhood
like ours makes little sense, when there is ample room elsewhere in SLO county. The Woods facility off Cabrillo Hwy in
SLO city, for example, has very little development surrounding it, and would be a much more rational choice for an
expansion. Expanding the shelter on Ramona Rd would negatively impact the aesthetic of our neighborhood, which we
fear will harm the value of our home.

To whom it may concern;
I've recently become aware that there are plans to build a dog shelter in my residential neighborhood.
Now I am not against care for animals that are vulnerable. i myself have a rescue that! love
wholeheartedly. The situation that I am against is having a dog rescue not ten feet away from my
back fence.
Some issues I take into consideration:
1- noise environment.
I have a right to quiet when I bought my home and each day atter that. I feel that 1, my family and
neighbors will not have a peaceful backyard or quiet nights sleep if this business were to move in.
Dogs bark, it's just what they do. Add in the neighborhood dogs and it will be a symphony of noise 24
hrs a day.
2 -airborne disease
Canine distemper, Canine influenza, Canine parvovirus, Fennel cough, etc
1 have fur babies of my own. I know that some animal diseases are airborne and I do not feel safe
having strays and/or unvaccinated animals being literally in my back yard getting my animals sick that
I take great care of and love so much.
3 -LOCATION
ALL rescues that are in business now are on the outskirts of town. Far from homes that cannot be
disturbed by loud noise for this very reason.
4 -Code violation
When we bought our home we were made very aware of the neighborhood rules and regulations
pertaining to animals; ie, no more than three dogs per home. This facility would have to be rezoned
and potentially our neighborhood allowing for more animals.
5 -home values
DEPRECIATION is a big concern for all of the neighbors being so close to a noisy facility. When we
bought our homes knowing that there would be highway noise. If I wanted uncontrollable noise I
would have bought next to a farm, school, or anything else of the like.
In conclusion, I feel strongly AGAINST having this rescue being built in a neighborhood. We have a
right to enjoy our homes peace and quiet at the end of the day and this business will ruin that which
we worked so hard for.

a dog run. We appreciate the peace and quiet of this neighborhood, and a dog shelter and dog
run will only add to noise with barking dogs, not to mention their odor.

Thank you for taking the time to read my concerns. I currently live in The Colony at Apple Valley
and have since 2008. My property is in close proximity to the proposed expansion for Woods
Humane Society. I am 100% supportive of shelters, but not at the expense of a large residential
neighborhood where homeowners have worked hard to afford the homes they live in.
The CC&R's for our neighborhood specifically state no more than 3 animals per lot. Atascadero
City Municipal Code, 4-1.119, calls it unlawful for any person to own or harbor more than 3 dogs
on a property. Yet, by allowing the shelter to develop into the proposed facility, the city would be
changing the Public Utility Zoning currently established for the lot, giving another conditional use
permit to the Wood's property. The change for allowable uses will be a detriment to the
residential neighborhood behind them that have to follow CC&R's and Municipal Code. Some of
the neighboring residential properties fences are as close as 20-30 feet away.
I now speak to home values because my background is in real estate as a Broker with over 17
years of experience and I am an extremely active agent in the Atascadero market. I know my
town, I know what buyers' concerns are when purchasing a home. Dogs can be a huge deal
breaker for buyers. Showing properties where there is excessive dog barking can lead to a quick
fail. Our quiet neighborhood will be turned upside down in value in a short amount of time. Who
wants to live next door to a dog shelter that has dogs barking constantly at all hours of the day
and night? I know I don't. Sellers have to legally disclose neighborhood nuisances (dog barking)
on 2 different mandatory real estate forms (Transfer Disclosure Statement and Seller Property
Questionnaire). It cannot be avoided, neighborhood nuisances become a material fact when
selling a home and sellers are obligated to properly disclose what they are aware of.
I have been to Woods in SLO and a couple other dog shelters over the years. You know very
quickly when you pull up to one, dogs are barking. That is what they do. There is a reason most
shelters are located on the outskirts of a town, where the zoning allows for the use. Where
neighbors won't be constantly bothered by the excessive number of dogs. Again, I love dogs,
have one myself, fully support dog shelters, but not one that is surrounded by residential homes
with limits by the City and CC&R's to the number of dogs per lot.

Dear Members of the Design Review Committee:
My wife (Dr. Alina True, copied here), infant child, pet dog, and I live at -the property directly behind
the Woods Humane Society shelter at 2300 Ramona (APN 049-141-043). 1 would like to formally protest the expansion,
and request the DRC reject the proposal from Woods Humane Society.
Firstly, my wife and I have already had issues with Woods Humane Society's cats, around Spring -Summer 2019, when a
large gray cat continuously entered our property. After numerous incidents, I called the facility and the incidents
stopped. I fear that the proposed expansion might lead to larger and more frequent issues.
Secondly, we are strongly opposed to the expansion, as the noise will likely affect our infant son. We are incredibly close
to the facility, so any amount of noise generated from the dogs, both day and night, will be considered a nuisance.
Should the DRC approve the proposed expansion, any noise that we consider a nuisance will be reported to the
Atascadero Police Department, as well as SLO Animal Services, as per the guidance on the APD FAQs page
(https://www.atascadero.org/index.php?option=com content&view=article&id=691&Itemid= 1584).1 have no issue
inundating APD and SLO Animal Services with complaints, and the DRC should take this under advisement.
Thirdly, I work from home, and I am required to take and make numerous conference calls and video chats throughout
the day with key stakeholders. Loud and frequent disturbances will have a negative effect on my productivity, and
ultimately my business.
Lastly, the value of our home and the peace we sought in Apple Valley when we purchased this home will both be
negatively affected by the proposed expansion. We simply do not wish to hear excessive barking and we have no desire
to live behind a dog shelter. Logically, it makes far more sense to reject the proposed expansion than to force us to sell
our house, likely take a loss on the expected value, and be forced to leave Atascadero.
We hope you take our above comments under serious consideration. We firmly oppose the expansion of Woods
Humane Society and strongly request that the DRC reject the proposal.

When is the Atascadero Police Department open?
The Police Department operates 24 hours a day, seven (7) days a week. Property pickup is by appointment only. The Records
Bureau hours are M -Thu 8:30am-2:30pm.
Does the Police Department have a Lost and Found?
If you have lost/found something, the first step is to complete an incident report by using the online crime reporting link on the Police
Department's home page or by visiting the Police Department at 5505 EI Camino Real. If you've found an item, it should be brought
in to the Police Department. Found property that can not immediately beidentified will be secured in our property room and will be
properly disposed of after the appropriate time period.
Should I call the police if I see something suspicious or unusual in my neighborhood?
Yes! Police frequently rely on tips from citizens to help them focus enforcement action in an area or on a person(s) that has been
identified by citizens as being suspicious or unusual.
How do I register a gun?
The Police Department does not register firearms. Private gun dealers will complete the necessary state forms for you for a fee.

To whom it may concern,
I am a current resident at : in the Apple Valley community. I have come to be aware of a 15k foot
expansion proposal for the Wood Human shelter. We have just moved up to Atascadero this year from San Diego where
our prior community had seen the expansion and increase of airplane activity over the Palomar Airport which to us
having a family of a 7 year old, 4 year old, and now a 5 month old was a major distraction.
We decided to move up to Atascadero to escape the larger city, noise for my original hometown of Atascadero.
We love our community, the lack of street lights, and ambient noise that is not that bad.
We have a major concern if this expansion goes through. First, our house is a mere 450 feet from the current society!!!
We love dogs, but the possible noise, irregular persistent barking will definitely be a nuisance to where we live.
There are other areas in the county someone can use. To entertain putting an expansion like that directly next to a large
family oriented community in the middle of town would be a big disappointment.

I am a resident of the Apple Valley Community and am extremely concerned about the expansion of the Woods Humane
Society, especially around the exercise yards that will no doubt produce a lot of noise.
Our community is small, quiet, and family oriented. To know that numerous dogs waiting adoption will possibly be
barking with persistent non-stop noise, 450 ft from our back yard is highly concerning. Dog barks are known to travel a
whole lot farther than that!
Please do not let this expansion go forward!
