A RESOLUTION OF THE ATASCADERO CITY COUNCIL
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE
USED OIL RECYCLING FUND UNDER THE USED OIL RECYCLING
ENHANCEMENT ACT for the following project:
ESTABLISHMENT OF A CERTIFIED USED OIL RECYCLING CENTER
WHEREAS, the people of the State of California have enacted the California
Oil Recycling Enhancement Act that provides funds to cities and counties for
establishing and maintaining local used oil collection programs that encourage
recycling or appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board (Board) has
been delegated the responsibility for the administration of the program within the
state, setting up necessary procedures governing application by cities and counties
under the program; and
WHEREAS, said procedures established by the California Integrated Waste
Management Board require the applicant to certify by resolution the approval of
application before submission of said application to the state; and
WHEREAS, the applicant will enter into an agreement with the State of
California for development of the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Atascadero HEREBY:
1 . Approves the filing of an application for the California Used Oil Recycling
Block Grant Program under the California Oil Recycling Enhancement Act for
state grant assistance for the project specified above; and
2. Certifies that said applicant has or will have sufficient funds to operate and
maintain the project; and
3. Appoints the City Manager as agent of the City of Atascadero to conduct all
negotiations, execute and submit all documents including, but not limited to
applications, agreements, amendments, payment requests and so on, which
may be necessary for the completion of the aforementioned project.

On motion by Councilperson Luna, seconded by Councilperson Bewley the
foregoing resolution is hereby adopted in its entirety on the following roll call vote:
AYES: Councilmembers Luna, Bewley, Borgeson and Mayor Nimmo
NOES: None
ABSENT: One seat vacant
