RESOLUTION NO. 2021-056
RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ATASCADERO, CALIFORNIA, ACCEPTING THE
RECEIPT OF ALL FUNDS AVAILABLE TO THE CITY PURSUANT TO
THE AMERICAN RESCUE PLAN ACT OF 2021
WHEREAS, the American Rescue Plan Act of 2021 ("ARPA"), a $1.9 trillion economic
COVID-19 stimulus package, was signed into law on March 11, 2021; and
WHEREAS, ARPA provides $350 billion for eligible state, local, territorial and Tribal
governments to mitigate the fiscal effects of the COVID-19 pandemic; and
WHEREAS, the State of California has been allocated $27 billion, $1.2 billion of which
will be allocated to non -entitlement units of local government (NEUs); and
WHEREAS, the City's allocation as an NEU is estimated to be approximated $7.2 million
and does not exceed 75 percent of the City's annual total operating budget, including the General
Fund and other funds, in effect as of January 27, 2020; and
WHEREAS, the funding is expected to be received in two tranches, one approximately
^ mid-July 2021, and the other approximately 12 months later; and
WHEREAS, the funds must be obligated by December 31, 2024, and expended by
December 31, 2026; and
WHEREAS, funding is subject to the requirements specified in the Interim Final Rules,
published by the U.S.Treasury in the Code of Federal Regulations.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of
Atascadero:
SECTION 1. The City Council of the City of Atascadero does hereby accept the receipt
of all funds available to Atascadero pursuant to the ARPA.
SECTION 2. The City hereby agrees to comply with all legal requirements in connection
with the receipt and expenditure of all funds available to Atascadero pursuant to the ARPA.

June,2021.
On motion by Council Member Bourbeau and seconded by Council Member Funk, the
foregoing Resolution is hereby adopted in its entirety on the following roll call vote:
AYES: Council Members Bourbeau, Dariz, Funk, Newsom, and Mayor Moreno
