MINUTES

CALL TO ORDER:
Chairperson Jones called the meeting to order at 4:00 p.m.
ROLL CALL:
Present: By Teleconference - Committee Members Anderson, Argano,
Bianchi, Bruzzo, Cornejo and Chairperson Jones
Absent: Committee Member Shannon & Committee Member Giessinger
Staff Present: By Teleconference — Administrative Services Director Jeri Rangel,
Public Works Director Nick DeBar, and Deputy City Clerk Amanda
Muther

A. CONSENT CALENDAR:
1. Citizens' Sales Tax Oversight Committee (CSTOC) Draft Action Minutes -
September 10, 2020
• Recommendation: Committee approve the CSTOC Draft Action Minutes of the
September 10, 2020 CSTOC meeting. [City Clerk]
MOTION: By Committee Member Anderson and seconded by Committee
Member Bianchi to approve the CSTOC Draft Action Minutes of the
September 10, 2020 CSTOC meeting.
Motion passed 6:0 by a voice vote and teleconference comment
field* (2 Absent, 1 Vacancy)
*Committee Member Argano was present but unable to utilize the microphone. She used the
comment field to record her vote.
Committee Member Giessinger joined the teleconference by phone at 4:03 p.m.
2. Citizens' Sales Tax Oversight Committee 2021-2022 Meeting Schedule
• Recommendation: Committee approve the Citizens' Sales Tax Oversight
Committee 2021-2022 Meeting Schedule. [City Clerk]
MOTION: By Committee Member Anderson and seconded by Committee _
Member Cornejo to approve the Citizens' Sales Tax Oversight
Committee 2021-2022 Meeting Schedule.
Motion passed 7:0 by a voice vote and teleconference comment

B. INFORMATIONAL ITEMS:
1. CSTOC Expanded Duties
• Fiscal Impact: None.
• Recommendation: Committee receive information regarding expanded duties
to participate in the review of annual expenditures from tax revenue collected
from Measure D-20, the Essential Services Transactions and Use Tax
Measure. [Administrative Services]
Chairperson Jones gave a brief introduction to the item. Administrative Services Director
Rangel gave the presentation and answered questions from the Committee. Public Works
Director DeBar also answered questions from the Committee.

MOTION: By Committee Member Anderson and seconded by Committee
Member Cornejo to approve the recommendation that the CSTOC
Committee expand its duties to participate in the review of
expenditures and revenues from Measure D-20.
Motion passed 7:0 by a voice vote and teleconference comment

C. BUSINESS ITEMS:
1. Approval of Fiscal Year 2020 Annual Road Report
• Fiscal Impact: None.
• Recommendation: Committee approve the Fiscal Year 2020 Annual Road
Report. [Administrative Services]
Administrative Services Director Rangel gave the presentation and answered questions
from the Committee.

MOTION: By Committee Member Bianchi and seconded by Committee Member
Giessinger to approve the Fiscal Year 2020 Annual Road Report.
Motion passed 7:0 by a voice vote and teleconference comment

2. 2020 Community Road Report
• Fiscal Impact: Distribution of the 2020 Community Road Report is estimated to
cost approximately $4,000 to $5,000 in budgeted General Funds.
• Recommendation: Committee review and endorse the 2020 Community Road
Report. [Public Works]
Public Works Director DeBar also gave the presentation and answered questions from
the Committee.

MOTION: By Committee Member Cornejo and seconded by Committee
Member Anderson endorse the 2020 Community Road Report.

D. COMMITTEE MEMBER COMMENTS:
Committee Member Cornejo commented on the benefit of the Measure F-14 signs placed
at F-14 funded project locations.

Chairperson Jones adjourned the meeting at 4:50 p.m.
