To the Atascadero City Council,
The longer the City of Atascadero postpones allowing us citizens the opportunity to choose Community Choice Energy,
the more time I have to learn about it.
And the more I know, the more certain I am that I want the cleaner environment and lower cost of Community Choice
Energy for my family.
It’s past time for the City Council to fund a staff report and get it done as soon as possible. So that us citizens of
Atascadero can make our choice like all our neighboring towns.
Thank you and please move quickly on this issue.

Subject: Public Comment for City Council Meeting 4/27
Dear City Council Members,
I would like to highlight three important budget priorities while you consider how to allocate the D20 funds.
1) I’m a strong supporter of the Community Choice Energy (3CE) and would like to advocate for a staff
study in early 2022. There needs to be a budget line for the staff study of 3CE. Atascadero has refused to
direct city staff to do a report on 3CE, one of the few cities to ignore the benefits and savings 3CE has to
offer. The Paso Robles City Council voted unanimously to embrace 3CE for their city last
year. 2) Homelessness/treatment of homeless and supporting ECHO, a proven entity for temporary housing,
matching and facilitating training for reentry into the world of work, healthcare and permanent housing. The
City needs to continue and expand its support of ECHO financially and with their support for ECHO and
emergency warming shelters January-March each year. 3) Input in how the increased funding for the police
is spent (a national and local issue)--expanded training for police staff to address mental health issues, de-
escalating volatile situations so level of force is moderated to the situation for the entire community.

We would like to see the following:
- A Community Choice Energy - 3CE Report. Find the funds and let's get on board
like every other city has and enjoy the savings and benefits.
- Can you please address how the increase for police funding will be utilized. We need

social workers for certain calls). More training on de-escalating volatile situations.

mobile home owners living in mobile home parks in Atascadero.

Subject: City Council Agenda and recommendations
I respectfully suggest the following priorities:
1. Support upgrading the Fire Station on Traffic Way
2. Support ECHO in its effort to assist the homeless with the work they do to
provide temporary shelter, meals and also to assist citizens in obtaining
permanent housing.
3. Funding and staff to further explore Community Choice Energy to more
fully understand future needs and priorities.
4. Investigate Police Department needs, especially as it relates to adequate
salaries and staffing levels. Explore adding resources to deal with
the public's mental health issues.

Subject: Agenda Item C. Management Reports 1. Draft Strategic Plan and Draft Action Plan Study Session
Greetings City Council and City staff. First, I want to thank you for your hard work compiling the Strategic
Plan and budget priorities and for going above and beyond to include the public in these conversations. I
observed and participated in many of these meetings, and I always felt like my presence and perspective
were valued.
Top of mind for me is improving the dynamic between APD officers and our unhoused population. My hope
is that the Atascadero Police Department earmarks funds for a CAT team or OUR team. I understand that
the APD has been understaffed. I ask that when the staffing holes have been filled, one officer will be
paired with a mental health professional to better meet the needs of our unhoused population. Speaking of
mental health care: mental health services should be available for our community members as well as for
our officers.
I also ask that APD mandates officers take a Crisis Intervention Course so they are better equipped to
effectively respond to our community members in distress.
In the Strategic Priorities under Unhoused Population, there seems to be an emphasis on clearing people
out and vegetation management. I think the priority should always be finding people housing and services.
And services should be rendered by people without a gun whenever possible.

I would like to thank city staff for the work they put into public outreach to make sure the
money from Measure D-20 is used in a way that best represents the community needs. The
focus on hiring more staff for the police and upgrading the fire department is the proper use
for these funds.
