RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ATASCADERO
IN SUPPORT OF SB 1691 - ELIGIBILITY FOR
INTERCITY RAIL CORRIDOR BOND FUNDING
WHEREAS, The only passenger train currently serving the Cen-
tral Coast, the "COAST STARLIGHT", is frequently operating at full
capacity, especially during peak tourist season; and
WHEREAS, The AMTRAK dedicated feeder-bus service currently
operating between San Luis Obispo and Santa Barbara has achieved
exceptional ridership; and
WHEREAS, The 1991 California Rail Passenger Development Plan
recommends early implementation of the extension of one "SAN
DIEGAN" train roundtrip to San Luis Obispo in fiscal year 1992-93,
pending favorable results of a feasibility study by Caltrans; and
WHEREAS, The San Luis Obispo Area Coordinating Council, the
Regional Transportation Planning Agency, has completed a rail im-
provement feasibility study and determined that the revenue and
patronage forecasts for this service expansion are favorable; and
WHEREAS, The Governor's proposed budget in fiscal year 1992-93
includes operating costs for this service expansion; and
WHEREAS, An intercity corridor designation would allow local
jurisdictions to be joint applicants with the Division of Rail for
capital improvement projects; and
WHEREAS, The absence of the intercity rail corridor designa-
tion along the coastal route between the San Francisco Bay area and
the Los Angeles area significantly hinders funding and equipment
availability and flexibility.
THEREFORE, LET IT BE RESOLVED, that the Atascadero City Coun-
cil supports Senate Bill 1691 to include the San Luis Obispo
County-to-Santa Barbara and San Luis Obispo County-to-San Jose rail
corridors among the intercity rail corridors eligible for funding
from the proceeds of bonds issued under the proposed bond acts.
On motion by Councilmember Lilley, seconded by Councilmember
Nimmo, the foregoing resolution is adopted in its entirety by the
following roll call vote:
AYES: Councilmembers Borgeson, Dexter, Lilley, Nimmo and Mayor
