HomeMy WebLinkAboutResolution 1-91 RESOLUTION NO. 1-91 A RESOLUTION OF THE ATASCADERO CITY COUNCIL SUPPORTING THE LEAGUE OF CALIFORNIA CITIES IN ITS EFFORTS TO REPEAL SENATE BILL 2557 AND IMPLEMENT THE V.L.F. SOLUTION WHEREAS, The City of Atascadero is on record strongly opposing SB-2557, an ill-conceived piece of legislation which pits local governments against each other in the struggle for diminishing revenues, instead of addressing legitimate and demonstrated County fiscal needs, burdened largely by State mandates; and WHEREAS, The City of Atascadero recognizes that, in order to have the State Legislature reconsider this matter, it will require the wholehearted support and cooperation of every county, school district and city; and WHEREAS, The League of Cities has proposed a solution which will provide additional revenue for counties without the necessity of a tax increase; NOW, THEREFORE, The Atascadero City Council does hereby en- dorse the League' s proposal to: 1 . Freeze the vehicle license fee depreciation schedule for one additional year; 2 . Retain the county taxing authority with respect to busi- ness license and utility users tax contained in SB-2557; and 3 . Repeal all other provisions of SB-2557 . FURTHER, The City of Atascadero endorses the League' s proposal to initiate a joint program to establish stable State and county financing by removing legislatively-enacted special interest exemp- tions to the sales tax base, as well as the expansion of county revenue authority equal to charter cities, and urges unanimous support for the League' s proposal by every affected local entity in San Luis Obispo County, thus clearly signaling the strength of our position with the State Legislature. Resolution No. 1-91 On motion by Councilmember Borgeson, seconded by Council- member Shiers, the foregoing resolution is hereby adopted in its entirety on the following roll-call vote: AYES: Councilmembers Borgeson, Dexter, Nimmo, Shiers & Mayor Lilley NOES : None ABSENT; None ADOPTED: January 8, 1991 ROBERT B.
