(The Public Financing Authority (PFA) is a public corporation empowered to borrow
money and issue bonds. The City of Atascadero formed the PFA in 2004 to assist in
raising capital for essential public projects.)

Chairperson Moreno called the meeting to order at 9:28 p.m.
ROLL CALL:
Present: Board Members Fonzi, Funk, Newsom, Vice Chairperson
Bourbeau, and Chairperson Moreno
Absent: None
Staff Present: City Manager Rachelle Rickard, Administrative Services Director
Jeri Rangel, Community Development Director Phil Dunsmore,
Public Works Director Nick DeBar, Police Chief Jerel Haley,
Fire Chief Casey Bryson, City Attorney Brian Pierik, Deputy City
Manager/City Clerk Lara Christensen
APPROVAL OF AGENDA:
MOTION: By Board Member Fonzi and seconded by Vice Chairperson
Bourbeau to approve the agenda.
Motion passed 5:0 by a roll -call vote.
